About this file

This is an Addendum No. 1 to IFB 2200 BYS1057 REBID issued by the City of Austin, Texas through the Austin Financial Services - Central Procurement office on August 26, 2026. The solicitation addresses the supply and delivery of filter media support gravel and filter sand to the Davis Water Treatment Plant, with estimated annual quantities of 21 tons each of three grades of Filter Support Gravel (3/8" to 5/8", 3/16" to 3/8", and #8 Mesh to 3/16") and 66 tons of Filter Sand. Products must be packaged in sacks weighing no more than 1 ton or 2-ton super sacks. The procurement also includes Category 2 non-specified emergency delivery services. A pre-offer conference was held on August 25, 2026 at 1:00 PM via Microsoft Teams, with the City's point of contact identified as Brenita Wilkison (512-974-3164, Brenita.selementb@austintexas.gov). Proposals are due September 10, 2026.

Key requirements clarified in this addendum include the mandatory submission of Certificates of Analysis and potential requirement for samples, which the City acknowledges may present challenges for suppliers but are necessary to ensure specification compliance. All pricing must be all-inclusive with FOB destination and prepaid freight, with no separate charges permitted for administrative fees, overhead, per diem, shipping, or transportation. Bidders must submit AWWA Standard B100 compliance affidavits and ANSI/NSF Standard 61 certification documentation. Small Business Preference and optional Local Business Preference (headquarters within the Austin-Round Rock-San Marcos Metropolitan Statistical Area) are available. No mandatory M/WBE subcontracting goals apply due to insufficient subcontracting opportunities, though offerors using subcontractors must comply with City M/WBE Procurement Program requirements. Contractors must maintain Workers' Compensation (minimum Employer's Liability $100,000 per accident/$500,000 per policy), Commercial General Liability ($500,000 minimum per occurrence), and Business Automobile Liability ($500,000 combined single limit) insurance with the City named as additional insured. Offerors must acknowledge receipt of this addendum by returning one signed copy with their proposal prior to the solicitation closing date.
