About this opportunity
Seminole County is pursuing a sole-source procurement for the FieldSeeker® Software Platform, intending to award the contract directly to Frontier Precision, Inc. The procurement specifically targets a specialized software solution that appears to be unique to Frontier Precision, with the county reserving the right to convert to a competitive solicitation if other vendors can demonstrate equivalent capabilities. The software platform is being procured through the county's Environmental Services - Watershed Management Department, with electronic submissions required through the Seminole County procurement portal. Key procurement dates include a question deadline of January 16, 2026, at 5:00 pm and a response submission deadline of January 22, 2026, at 5:00 pm. Vendors interested in challenging the sole-source designation must complete an Intent to Sole Source Response form and upload supporting documentation demonstrating their ability to provide substantially similar products or services.
No specific set-aside designations or restrictions on organizational types were explicitly outlined in the procurement documents. The solicitation does not provide details about incumbent vendors, existing infrastructure, or technology integration requirements. While the documents do not specify a precise award value or budget range, the procurement is focused on acquiring a software platform from a single identified vendor. The sole-source nature of the procurement suggests that Frontier Precision, Inc. is considered the exclusive developer and distributor of the FieldSeeker® Software Platform. Potential respondents are required to adhere to a No Lobby Affirmation, which limits all procurement-related communications to Rachel Horne, the Senior Procurement Analyst for the Environmental Services - Watershed Management Department. The county maintains full discretion to cancel the sole-source procurement and transition to a competitive solicitation if alternative vendors can substantiate their capability to provide equivalent software solutions.
