About this opportunity
Fort Bend Independent School District (FBISD), serving over 78,000 students across 83 campuses in Fort Bend County, Texas, is issuing Request for Proposals (RFP 26-064AR) to procure comprehensive fencing installation, repair, and related services on an as-needed basis at various district locations. The solicitation seeks qualified vendors capable of providing new fence installation in multiple materials including chain link, wood, vinyl, ornamental, concrete, wrought iron, metal slat, plastic, and wire fencing; repair and replacement of existing fencing systems; emergency repairs; removal and disposal of damaged materials; and specialized items such as windscreen panels, fence accessories, and athletic field netting systems. Specific technical requirements include six-foot chain link fences, ten-foot tennis court fences, windscreens for baseball and softball fields, and backstop and dugout netting systems with detailed material and hardware specifications. Vendors must demonstrate a minimum of three years' experience providing fencing installation and repair services, maintain adequate staffing and equipment to support multiple district locations, possess valid licenses and insurance, and provide emergency repairs within district-specified timeframes. Evaluation will be based on eight criteria: purchase price (30 points), vendor reputation (5 points), quality of goods and services (25 points), extent to which services meet district needs (25 points), vendor's past relationship with FBISD (10 points), long-term cost considerations (5 points), Texas principal place of business status (0 points), and service agreement compliance (pass/fail), with pricing to include hourly labor rates, material unit pricing and markups, equipment charges, emergency/after-hours rates, and fixed pricing for standard fence types. A virtual pre-proposal conference is scheduled for Tuesday, April 14, 2026, at 10:00 AM CST via Microsoft Teams; the written questions deadline is Friday, April 17, 2026, at 10:00 AM CST; and proposals are due Thursday, April 30, 2026, at 10:00 AM CST through the Fort Bend ISD Electronic Bidding Portal (Bonfire), with board presentation and award notification anticipated for July 2026.
The resulting contract will be structured for an initial three-year term with an option for the district to renew for two additional one-year terms. No specific set-aside designations for disadvantaged enterprises or restrictions on organization types are identified in the solicitation documents; however, all vendors must comply with federal requirements including suspension and debarment certifications, EDGAR certifications for federally-funded work, and prevailing wage requirements where applicable, and must hold valid insurance including general liability ($1,000,000 per occurrence, $2,000,000 aggregate), commercial auto liability ($1,000,000), workers' compensation at statutory limits, and umbrella/excess liability ($5,000,000). No incumbent vendors or current contractors are identified in the opportunity documents, and the procurement does not reference any existing fencing infrastructure requiring integration beyond the district's current facilities. Vendors must submit five client references from work completed within the past five years, with at least three from projects specified on the Project Information Sheet, and all proposals must include completed Vendor Acknowledgement Form, Background Check Form, Form 1295 Certificate of Interested Parties, Suspension and Debarment Certification, and Conflict of Interest Questionnaire documents. The RFP does not specify an overall budget or maximum contract value; pricing will be evaluated as one component of the best-value analysis, and FBISD reserves the right to award contracts to single or multiple vendors at the same or better pricing terms that may be adopted by other Central Texas Purchasing Alliance member districts.
