The RFP includes detailed technical specifications for six-foot chain link fences, ten-foot tennis court fences, windscreakers for baseball and softball fields, and backstop and dugout netting systems with specific material and hardware requirements. A virtual pre-proposal conference is scheduled for Tuesday, April 14, 2026, at 10:00 AM CST via Microsoft Teams. The deadline for written questions is Friday, April 17, 2026, at 10:00 AM CST, with responses posted as addenda. Proposals are due Thursday, April 30, 2026, at 10:00 AM CST through the Fort Bend ISD Electronic Bidding Portal (Bonfire). Board presentation and award notification are anticipated for July 2026. The resulting contract will be for three years, with an option for the District to renew for two additional one-year terms.

Pricing will be evaluated as one component of a best-value analysis, with vendors required to submit detailed cost proposals including hourly labor rates, material unit pricing and markups, equipment charges, emergency/after-hours rates, and fixed pricing for standard fence types. Vendors must demonstrate a minimum of three years' experience providing fencing installation and repair services, adequate staffing and equipment to support multiple District locations, valid licenses and insurance, and the ability to provide emergency repairs within District-specified timeframes. The evaluation process awards points across eight categories: purchase price (30 points), vendor reputation (5 points), quality of goods/services (25 points), extent to which services meet District needs (25 points), vendor's past relationship with the District (10 points), long-term cost considerations (5 points), Texas principal place of business or in-state employment threshold (0 points), and service agreement compliance (pass/fail). Vendors must provide five client references from work completed within the past five years, with at least three from projects listed on the Project Information Sheet. The District reserves the right to award contracts to single or multiple vendors, conduct demonstrations and interviews with shortlisted proposers, request best and final offers, and waive minor technical defects. All awarded vendors must provide Certificate of Insurance, sign the Fort Bend ISD Agreement for Services, execute EDGAR and Data Protection Addendum forms, and comply with all applicable federal, state, and local laws, including Texas Public Information Act requirements. Awarded contracts may be adopted by other Central Texas Purchasing Alliance member districts at the same or better pricing terms.
