About this opportunity
The Greater Orlando Aviation Authority is soliciting proposals for Federal Inspection Station (FIS) Services at Orlando International Airport (MCO), seeking a qualified contractor to provide comprehensive international passenger processing capabilities. This 60-month contract, anticipated to commence on February 18, 2026, requires the selected vendor to be licensed in Florida and responsible for providing all labor, supervision, management, administrative oversight, materials, supplies, and equipment necessary for FIS operations. The contractor must staff and manage approximately 76 full-time equivalent (FTE) reimbursable positions for FIS operations and 74 FTE for Continuity of Operations Plan (COOP) activities. Key procurement dates include a pre-submittal meeting on November 14, 2025, a question submission deadline of November 24, 2025, and a proposal response deadline of December 9, 2025. Evaluation criteria will likely focus on the contractor's ability to meet U.S. Customs and Border Protection, Transportation Security Administration, and airport security requirements, with an emphasis on staffing, training, safety protocols, and customer service standards.
The solicitation includes a combined Local Developing Business (LDB) and Veteran-Owned Business Enterprise (VBE) participation goal of 10%, indicating a preference for diverse contractor participation. The Aviation Authority will provide employee parking, office space, and utility services to the selected contractor, who must comply with comprehensive regulatory requirements. The first year's payroll expense budget is set at $6,887,300, with an additional operating expense budget of $71,800. The contract includes a Space/Use Agreement that grants authorization to conduct business at a specific airport location, with potential for automatic renewal and termination rights. Insurance requirements are substantial, mandating automobile and general liability coverage ranging from $1,000,000 to $5,000,000 depending on airport operations area access. The Aviation Authority maintains the right to relocate the contractor with seven days' written notice and requires strict adherence to federal and local regulations, including non-discrimination provisions and environmental standards.
