About this opportunity

The Washington Suburban Sanitary Commission, Maryland is requesting sealed bids for fabrication of standardized industrial control panels for wastewater pumping stations, with responses due July 16, 2026 at 2:00 p.m. via the WSSC eProcurement Portal. The procurement will result in multiple awards and establishes a requirements contract on a non-exclusive, time-and-materials task order basis with no guaranteed minimum purchase volume.

Minimum qualifications require five years of experience in industrial control panel fabrication for water or wastewater applications; at least one engineer with a bachelor's degree and three years of control panel design experience; at least one control technician with two years of fabrication experience; and a workshop located within 150 miles of the WSSC service area. Bidders must submit three references for similar projects completed within the last five years and resumes of designated key personnel.

The scope encompasses fabrication of standardized pump control panels configured for two or three constant-speed pumps based on WSSC-approved designs (DG-08 series). Panels must comply with UL 508A, NEMA 250-2008, and JIC standards and incorporate specified components including Hoffman NEMA-4 enclosures, Siemens power supplies and UPS modules with lead-acid battery backup, Moore Industries level controllers, Red Lion process meters, control relays, terminal blocks, and wiring per technical drawings and Specifications 16750 and 16910. The contract also includes any additional local control panels WSSC requires. Deliverables include drawing markups within 10 business days of task order award, factory acceptance testing within 60 calendar days of award, and final delivery within 7 business days of FAT completion. WSSC will provide designated hardware and Bill of Materials items within 10 business days of drawing review; the contractor furnishes remaining materials.

The estimated total contract value is $2 million over a one-year base term ($400,000) plus four one-year option terms ($400,000 each). Compensation is structured as not-to-exceed hourly labor rates with contractor-furnished materials and parts billed at cost. All delivery costs to WSSC locations are included in quoted prices. Award will be made to the lowest responsive and responsible bidder, with payment via ACH or check within 30 days of receipt and approval of invoices. Questions are due July 7, 2026 at 2:00 p.m.
