This Scope of Work document outlines the requirements for the Washington Suburban Sanitary Commission (WSSC) in Maryland to establish a contract for the fabrication of industrial control panels, specifically standardized pump control panels for wastewater facilities. WSSC operates seven water and wastewater treatment plants and over 180 remote facilities requiring control panels for operational monitoring and automation. The contractor will fabricate pump control panels for two-pump and three-pump configurations based on WSSC-provided enclosure drawings and Specification 16910, with deliveries to designated WSSC locations throughout the service area. Key deliverables include drawing markups due within 10 business days of task order award, panel fabrication and Factory Acceptance Testing (FAT) within 60 calendar days of award, completion of FAT within 7 business days thereafter, and final delivery within 7 business days of FAT completion. The contract is a one-year base term with four optional one-year renewals, and responses must be submitted by 2:00 pm on Thursday, July 16, 2026, via WSSC's eProcurement Portal.
The pricing structure operates on a time-and-materials task order basis with not-to-exceed hourly rates for labor and contractor-provided materials and parts. WSSC will provide specific hardware and materials identified on the Bill of Materials within 10 business days of drawing review, while the contractor is responsible for all remaining materials and components. Delivery to WSSC locations is included in the quoted price and will not be billed separately. This is a non-exclusive requirements contract with no guaranteed minimum purchase volume; WSSC has no obligation to issue any task orders. The contractor must designate key personnel including an engineer with a bachelor's degree and three years of industrial control panel experience and a control technician with two years of fabrication experience. Payment will be made via Automated Clearing House (ACH) or WSSC check no later than 30 days after receipt of an approved invoice, with invoices submitted to designated WSSC email addresses.
