SUMMARY

This Invitation for Bid document issued by the Washington Suburban Sanitary Commission (WSSC) in Maryland solicits sealed responses for the fabrication of industrial control panels and pump control panels (PCP). WSSC is establishing a contract to fabricate standardized pump control panels based on approved WSSC designs for wastewater pumping stations utilizing two or three constant-speed pumps. The primary objective is to promote consistency across facilities, enhance operational reliability, reduce spare parts inventory, streamline maintenance activities, and simplify operator training through uniform design and functionality. Responses must be submitted through WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater prior to 2:00 pm on Thursday, July 16, 2026, with late responses not accepted. The contract award will be made to the lowest bid price or lowest evaluated bid price in accordance with WSSC's Procurement Regulations. The base contract term is one year with a requested start date of May 15, 2026, and includes four one-year option terms, for a total potential contract duration of five years.

The estimated total dollar amount for this solicitation is $2,000,000, comprising a $400,000 base term and $1,600,000 in option terms at $400,000 per year. This procurement will result in multiple awards. Minimum qualifications require contractors to have at least five years of experience in industrial control panel fabrication, provide at least one engineer with a bachelor's degree in engineering and three years of control panel design experience, and provide at least one control technician with two years of control panel review and wiring experience. The contractor's panel fabrication workshop must be located less than 150 miles from the border of the WSSC service area. Contractors must submit a list of three satisfactory references for similar projects completed within the last five years, along with resumes of key personnel demonstrating relevant education and experience with control panel fabrication.
