About this file

This is a control panel testing specification document prepared by the Washington Suburban Sanitary Commission (WSSC) in Maryland for the fabrication of industrial pump control panels (PCP). The document serves as Appendix C to the solicitation, providing detailed technical requirements and testing procedures for standardized pump control panels designed for wastewater pumping stations equipped with two or three constant-speed pumps. The specification outlines comprehensive testing protocols that fabricators must follow to ensure all panels meet WSSC's operational standards before delivery. The contract, with a submission deadline of 2:00 pm on Thursday, July 16, 2026, via WSSC's eProcurement Portal, is intended to establish a framework for the fabrication of these standardized panels along with any additional local control panels required by the Commission to enhance operational reliability, reduce spare parts inventory, streamline maintenance activities, and simplify operator training across WSSC facilities.

The testing specification document details the technical performance requirements and validation procedures that contractor-fabricated panels must satisfy, including functional testing, safety verification, and quality assurance measures. The standardized panel design approach enables WSSC to maintain consistency across its wastewater pumping station infrastructure while reducing operational complexity and inventory management costs. By establishing this contract mechanism, WSSC ensures that all pump control panels meet uniform design and functionality standards, thereby improving interchangeability of components and supporting efficient maintenance operations across multiple facilities within the Maryland jurisdiction.
