This construction project encompasses comprehensive renovation work including plumbing systems, fire protection (automatic wet sprinkler systems and pre-action fire suppression), mechanical systems, domestic water piping, sanitary systems, food service equipment installation, and interior finishes such as gypsum board, tiling, painting, glazing, and architectural woodwork. All work must comply with the 2022 California Building Code, California Fire Code, California Plumbing Code, NFPA standards, and San Francisco Fire Marshal requirements, with final inspection contingent upon approvals from the San Francisco Fire Marshal and Building Inspection and Code Enforcement. Deliverables include coordinated shop drawings in Revit 2024 format, hydraulic calculations signed by California-licensed structural engineers, seismic sway bracing calculations, as-built drawings, and submission of a site-specific Health and Safety Plan prepared by a Certified Industrial Hygienist. A non-mandatory pre-bid meeting will be held on Thursday, March 26, 2026, at 10:00 a.m. at the project site, with bids due no later than Thursday, April 9, 2026, by 2:30 p.m. via email to bridget.webster@sfgov.org. The contract duration is 110 consecutive calendar days from Notice to Proceed to substantial completion, followed by 60 additional calendar days to final completion. This is a Micro Local Business Enterprise (LBE) Set-Aside project, restricting bidding eligibility exclusively to contractors certified as Micro-LBE in the License B category by the San Francisco Contract Monitoring Division. The prime contractor must self-perform at least 25 percent of the contract work, though subcontracting is permitted for the remaining 70 percent with identified subcontractors performing work exceeding one-half of one percent of the total bid price or $10,000, whichever is greater. All subcontractors must be registered with the California Department of Industrial Relations and must include their certification status (Micro-LBE, Minority Business Enterprise, Women Business Enterprise, or Other Business Enterprise) on the required Subcontractor List form. Prime contractors must submit Form 3 (CMD Compliance Affidavit) within five business days of bid opening, along with Forms 7, 9, and 8 for progress payments, payment affidavits, and final payment, respectively. Failure to comply with Chapter 14B LBE requirements can result in severe sanctions including contract suspension, fund withholding, debarment for up to five years, revocation of CMD certification, and liquidated damages up to 25 percent of total contract value or $1,000, whichever is greatest. The estimated project cost is $1,030,120.00, with bid security of 10 percent of the total bid price required and performance and payment bonds of 100 percent mandatory. Liquidated damages are assessed at $1,250 per calendar day for failure to achieve substantial completion and $625 per calendar day for failure to achieve final completion.
