About this opportunity

The City and County of San Francisco, Recreation and Parks Department is soliciting bids for the West SF CPA Replacement project (CON26-0042), a construction contract requiring a California State License A for playground safety surface replacement and equipment repairs at two locations: Sunset Recreation Center (2201 Lawton Street) and McCoppin Square Playground (1200 Taraval Street). The scope of work includes installation of approximately 6,035 square feet of safety surface at Sunset Recreation Center and approximately 4,900 square feet at McCoppin Square, utilizing poured-in-place (PIP) safety surfaces using TPV Supreme material at high-use areas under swings, slides, and teeter totters, and synthetic turf (Tot Turf) at lower terraces. Equipment repairs at Sunset Recreation Center include replacing springs on the Wobble Pod, replacing monkey bars on the Bow Ladder, and replacing beams, footings, and chains on the Swiggle Stix. The project requires contractors to verify fall heights and use zones prior to installation and comply with ASTM F1292 G-Max and HIC testing standards, Class B fire rating, ADA requirements, and IPEMA certification for all safety surfaces, with spring green color specified unless otherwise noted. The engineer's estimate is $608,000, with a maximum contract value of $1,170,000. Critical deadlines include March 11, 2026 at 5:00 PM for submission of questions to gabriel.meil@sfgov.org with a copy to bridget.webster@sfgov.org, and March 18, 2026 at 2:30 PM for bid submission via email to bridget.webster@sfgov.org. No pre-bid meeting will be held; however, site visits may be arranged by contacting Project Manager Gabriel Meil at 415-254-5217. The contract period is 90 calendar days from notice to proceed for substantial completion, with an additional 30 calendar days for final completion, and award will be made within 90 days of bid receipt to the responsible contractor submitting the lowest responsive bid.

This is a Micro Local Business Enterprise (Micro-LBE) set-aside solicitation, restricting eligibility exclusively to contractors certified as Micro-LBEs by the San Francisco Contract Monitoring Division (CMD) in the corresponding "A" General Contractor licensing category. Prime contractors must self-perform at least 25 percent of total contract work and serve a commercially useful function, with subcontracting to Micro-LBEs required to the maximum extent possible; however, formal LBE subcontractor participation requirements do not apply to Micro-LBE set-aside contracts, though any subcontracting should prioritize Micro-LBE firms. A pilot Neighborhood/Zip Code LBE Program may provide bid discounts of 1 percent for Neighborhood LBEs or 1.5 percent for Project Zip Code LBEs when the project location matches the bidder's principal place of business. Bidders must submit a bid bond, performance bond equal to 100 percent of the contract amount, and payment bond equal to 100 percent of the contract amount, and must comply with prevailing wage requirements established by the California Department of Industrial Relations, including submission of electronic certified payroll records through the LCPtracker system. The contract includes a one-year warranty on all work, 5 percent retention on all payments, and liquidated damages of $2,000 per calendar day for failure to achieve substantial completion on schedule and $500 per day for failure to achieve final completion. Non-compliance with Micro-LBE requirements or other contract obligations may result in sanctions including debarment, contract suspension, payment withholding, liquidated damages up to 25 percent of contract value or $1,000 (whichever is greater), and certification revocation.
