About this opportunity
The South Dakota Department of Health has issued a Request for Proposal (RFP) #23-0921400-028 for an Executive Secretary to serve the newly created South Dakota Board of Physical Therapy. The primary objective is to procure an entity capable of providing comprehensive administrative services for the Board, which includes licensing qualified physical therapists and physical therapist assistants, managing the Physical Therapy Licensure Compact, investigating licensee complaints, and facilitating license renewals. Currently, the Board oversees 1,266 physical therapists and 348 physical therapist assistants in the state. The RFP requires the selected entity to develop and implement a licensure system for biennial applications and renewals, represent the Board, communicate with stakeholders, and advise Board members on state licensure rules and regulations. Key dates include a proposal submission deadline of June 16, 2023, with inquiries accepted via email to Susan Sporrer at susan.sporrer@state.sd.us until a specified date, and an anticipated award and contract negotiation by August 1, 2023.
While no specific set-aside designations or enterprise restrictions are explicitly mentioned in the provided documentation, the RFP indicates that potential offerors must submit comprehensive proposals including detailed cost breakdowns for personnel, office expenses, and travel. The contract will initially be for one year with the possibility of four additional one-year extensions. Offerors are permitted to submit multiple cost proposals, and any anticipated cost increases for subsequent years must be clearly identified. The State reserves the right to negotiate final scope and compensation with the highest-ranked offeror, suggesting a competitive selection process based on qualitative and financial considerations. Though a specific budget range is not disclosed, the complexity of administrative services and the current scale of licensees (1,614 total) implies a substantive contract value that would require significant administrative and technological infrastructure.
