About this opportunity

The City of Long Beach is soliciting proposals for Rapid Rehousing Operations and Support Services under RFP HE-25-643, with proposals due March 17, 2026 and questions due February 17, 2026. The program serves adults (18 years and older, excluding families with minor children) experiencing unsheltered, encampment-based homelessness along the Los Angeles Riverbed (approximately 9.5 miles) within the Long Beach Continuum of Care jurisdiction.

No set-aside or preference program applies. However, the RFP includes multiple federal compliance certifications tied to HUD funding: Fair Housing and Equal Opportunity, Violence Against Women Act (VAWA) protections, Housing First principles, Drug-Free Workplace (HUD-50070), Conflict of Interest (24 CFR 578.404), and Debarment Certification. Proposers must operate under Housing First methodology without preconditions such as sobriety or treatment completion, and must comply with HMIS data collection and reporting. The City of Long Beach will issue payments based on services rendered within 30 days of invoicing; contractors must submit monthly invoices within 21 days of month-end to HomelessServicesAdmin@longbeach.gov with supporting source documentation.

The contract structure is cost-reimbursement at $28,082 per slot allocation for up to 100 slots, totaling an estimated $2.8 million for the initial one-year period (April 1, 2026 through March 31, 2027). Administrative costs are capped at 10% of the award. Eligible expenses include operations, staff salaries and benefits, and participant financial assistance (move-in, rental arrears up to six months, ongoing rental assistance not exceeding 24 months, security deposits, utilities, and essential furnishings up to $500). Proposers must demonstrate at least two years of experience providing rapid rehousing or similar services and maintain a mandatory 1:20 case management ratio. The contract includes one renewal option for an additional one-year period with potential annual funding adjustments at the City's discretion.

Proposers must submit a comprehensive narrative addressing organizational capacity, program design, coordination with the City's Coordinated Entry System (CES), budget and cost effectiveness, and commitment to non-discrimination. Records must be retained for seven years after contract termination. Addendum 2, issued February 3, 2026, modifies payment and monitoring procedures and must be acknowledged with all proposals; failure to submit may result in disqualification.
