About this file

This is Addendum No. 1 (Questions and Answers) to Request for Proposals HE-25-643 issued by the City of Long Beach Department of Financial Management for Rapid Rehousing Operations and Support Services. The addendum clarifies key programmatic and operational requirements for the contract. The awarded contractor will support up to 100 allocated slots for a one-year period with an expected start date of April 1, 2026. Proposers must submit an implementation plan demonstrating capacity to fully initiate operations and services by this date. The program serves individuals and households meeting specific eligibility requirements, including location requirements referenced in the Long Beach Jurisdiction Encampment Map. Contractors may not conduct direct outreach; they must enroll only individuals referred by the Long Beach CES Matcher. Participants are eligible for a maximum of 24 months of program services, after which they will be transitioned according to RFP Section 2.4.3.

The contract uses a cost-reimbursement payment structure with no advance or start-up funding provided. The awarded contractor will receive $28,082 per slot allocation, for a maximum of $2,808,200 for the full 100 slots for the one-year period. Contractors must submit monthly invoices within 21 days after the end of the month services are provided to HomelessServicesAdmin@longbeach.gov. The City will determine the final number of contractors awarded and slot allocations based on proposals received; the addendum does not specify whether one or multiple providers will be selected. Renewal periods may include annual funding adjustments at the City's discretion to account for inflated operational and supportive service costs. Motel and hotel vouchers are not eligible expenses. Contractors must use a progressive engagement approach to determine rental assistance amounts and adhere to the RFP Section 2.4.9 Eligible Cost Matrix for all program expenses.

This addendum changes and supersedes the language in the original RFP. Please acknowledge receipt of this addendum by signing and submitting with your proposals. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.27 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The City would like to provide the following update

Section 2.4.6 Annual Slot Allocation

Awarded Contractor will receive $28,082 per slot allocation. Award will support up to

100 allocated slots for a one-year period. Renewal periods may include an annual funding adjustment per participant to account for inflated operational and supportive service costs. Annual funding adjustments will be awarded at the City’s discretion.

The questions and answers are as follows:

1. Q: Will the City provide any start-up funds / advance payments at the beginning of the contract term?

A: No. The contract will be paid for on a cost-reimbursement basis. Refer to

RFP Section 5.4.2 Financial Requirements.

2. Q: If no advances are provided, does the agency have to front rental assistance costs (e.g., $40K–$50K/month) and then seek reimbursement?

A: Funding will be disbursed on a cost-reimbursement basis. Contractor shall prepare monthly invoices and submit them to the City within twenty-one days after the end of the month in which Organization provided services. Invoices shall be submitted to HomelessServicesAdmin@longbeach.gov.

Refer to RFP Section 5.4.2 Financial Requirements and Section 2.8.3 Contract

Payment.

3. Q: Is payment structured as cost-reimbursement only, or is any portion fee-for-service / performance-based?

A: Funding will be disbursed only on a cost-reimbursement basis. Proposers must demonstrate organizational experience and capacity to maintain operational cash flow while reimbursements are in process. Refer to RFP

Section 5.4.2 Financial Requirements and Section 2.8.3 Contract Payment.

4. Q: Clarify the “$28,082 per slot” funding flow: how and when are payments released (monthly, quarterly, invoiced, milestones)?

A: Funding will be disbursed on a cost-reimbursement basis. Contractor shall prepare monthly invoices and submit them to the City within twenty-one days after the end of the month in which Organization provided services. Invoices shall be submitted to HomelessServicesAdmin@longbeach.gov. Refer to RFP

Section 2.8.3 Contract Payment.

Refer to Sections 1.5 Award Terms and RFP Updates on Addendum 1.

5. Q: The RFP says something like “collectively support 100 allocated slots” — does “collectively” mean shared across multiple contractors?

A: Refer to RFP Updates on Addendum 1.

6. Q: If multiple agencies are awarded, how are slots divided across awardees?

A: The final number of contractor(s) and allocated slots will be determined based on the proposals received.

7. Q: How many providers will be awarded (e.g., 1–3 providers), if that’s defined?

A: Refer to Question 6.

mailto:HomelessServicesAdmin@longbeach.gov mailto:HomelessServicesAdmin@longbeach.gov

8. Q: What is the exact client referral process? Who makes referrals (Housing

Navigators, Multi-Service Center, City staff, outreach teams, etc.)?

A: Refer to RFP Section 2.1 Participant Eligibility.

9. Are providers allowed to conduct direct outreach and enroll clients, or only serve clients referred by the City/navigators?

A: Contractor may not conduct outreach and directly enroll into the program.

The Contractor must only enroll individuals and households that have been referred to their program by the Long Beach CES Matcher. Refer to RFP Section

2.1.6 Program Referral.

10. Q: Where exactly must clients be coming from (location eligibility)? The RFP references the LA Riverbank / designated encampment area — can the City confirm current realities/coverage?

A: To be eligible for the Rapid Rehousing Program, participants must meet all eligibility requirements outlined in the RFP, including the Location

Requirement. Refer to RFP Section 2.1.4 Location Requirement and the Long

Beach Jurisdiction Encampment Map.

11. Q: Does the City require hiring within a set timeframe (by April 1 start-up, etc.)

and what’s the minimum operational readiness expectation?

A: As this is a competitive selection process, proposers are expected to submit an implementation plan demonstrating their capacity to fully initiate operations and services by April 1, 2026.

12. Q: The RFP states up to 24 months per participant — is that a hard cap or can it vary by client need?

A: The maximum length of the program for each program participant is up to twenty-four months. Refer to RFP Section 2.6.4 Length of Program for full details.

13. Q: After 24 months, what “alternate system/program” will participants be referred to?

A: Refer to RFP Section 2.4.3 Transitioning Out of the Program

14. Q: What is Long Beach’s pathway for transition to PSH (Permanent Supportive

Housing)?

A: This question does not pertain to RFP HE-25-643.

15. Q: Are motel/hotel vouchers (interim housing) an allowable use of funds?

A: No motel and hotel vouchers are not eligible for this program. Refer to RFP

Section 2.4.9 Eligible Cost Matrix for eligible costs for this program.

16. Q: What is the maximum amount of assistance the participants will be eligible to have within the program?

A: Contractor shall use a progressive engagement approach to determine the duration and amount of rental assistance provided to participants. Refer to

RFP Section 2.4.8 Progressive Engagement.

Contractor must adhere to RFP Section 2.4.9 Eligible Cost Matrix for all program expenses, including participant financial assistance.
