About this file

This is a Narrative Proposal Template for the City of Long Beach's Rapid Rehousing (RRH) Operations and Support Services contract, which seeks to address unsheltered and encampment-based homelessness in California. The template requires proposers to submit comprehensive information across five primary sections: Organizational Capacity & Experience, Program Design, Coordination and Collaboration, Budget and Cost Effectiveness, and Commitment to Non-Discrimination. Proposers must demonstrate their qualifications through concrete examples of experience serving individuals and households experiencing homelessness, describe their organizational structure and staffing plans, and detail their readiness to commence operations by April 1, 2026. The proposal requires submission of five professional references with project details, identification of any subcontractors with their qualifications and performance monitoring plans, and documentation of key staff members with resumes or descriptive paragraphs.

The proposal template emphasizes Housing First, Harm Reduction, Trauma Informed Care, and Cultural Humility principles as core program elements. Proposers must address their financial accounting capacity, experience with cost-reimbursement funding mechanisms, and ability to maintain operational cash flow during reimbursement processing periods. The template requires detailed descriptions of intake procedures, participant assessment processes, housing search and placement strategies, landlord retention approaches, and coordination with the City's Coordinated Entry System (CES) and Homeless Management Information System (HMIS). Additionally, proposers must demonstrate experience leveraging federal, state, local, and private sector funds, document any proposed match or leverage funding sources, and articulate their organizational commitment to non-discriminatory practices and equitable service delivery to culturally and racially diverse populations.
