About this opportunity
The City of Valdosta, Georgia is soliciting sealed bids for an Environmental Watershed Protection Stream Clearing and Snagging Project (Contract No. 25-10-707) involving debris removal and vegetation management across three natural streams: Sugar Creek (approximately 2,160 linear feet), Twomile Branch (approximately 3,330 linear feet), and Threemile Branch (approximately 3,330 linear feet), totaling approximately 8,820 linear feet of stream restoration work. The procurement encompasses removal of fallen trees, leaning trees, downed and snagged material from stream channels and within 25 feet beyond the top of both stream banks, along with debris disposal, erosion control matting installation, streambank replanting, restoration of disturbed areas, and related work in compliance with Natural Resources Conservation Service (NRCS) Conservation Practice Standards 326 (Clearing and Snagging), 484 (Mulching), and 342 (Critical Area Planting). The contractor must obtain temporary right-of-entry permission from affected property owners, perform at least 50 percent of total work with their own organization, maintain a competent general superintendent on-site during work progress, and carry comprehensive general liability insurance with minimum coverage of $1,000,000 per occurrence; additionally, all work must be completed by January 16, 2026, and equipment operation is strictly prohibited within stream channels or on stream banks except at engineer-designated locations. The bid package requires unit price submissions for mobilization/demobilization, stream cleaning and snagging for each of the three streams, and related line items including concrete slabs, grassing, sod, sediment barriers, and slope stabilization. Sealed bids must be received by 10:00 AM Local Time on Thursday, October 23, 2025, at the City Engineer's office, 300 N. Lee Street, Valdosta, Georgia; a mandatory pre-bid meeting was held on Tuesday, October 7, 2025, and requests for information were due by 5:00 PM on October 16, 2025. The successful bidder must submit either a certified check or bid bond equal to not less than five percent of the bid amount, and if the bid price exceeds $25,000, a Contract Performance Bond and Payment Bond equal to one hundred percent of the contract price will be required; payment will be made monthly based on actual quantities of work measured at unit prices submitted in the proposal, with five percent retainage on all amounts earned and final payment withheld until complete lien releases from all subcontractors and laborers are provided.
No minority business, disadvantaged business, or other set-aside designations have been specified in the grant or contract documents, and there are no restrictions on the types of organizations that may respond to this procurement. The contract is funded through a $1,020,000 Emergency Watershed Protection Grant, with the project scope subject to adjustment based on the lowest bid received to ensure the project remains within the available grant funding; no specific award value or budget range has been disclosed, as final contract value will depend on the unit prices submitted and actual quantities required upon completion of work. No incumbent vendors or current contractors are identified in the procurement documents. Bidders are required to obtain a City of Valdosta Occupational Tax Certificate/Business License, though proof of application for the license may be submitted in lieu of the actual license if the application is pending, and no Contractors License or Utility Contractors License is required. All work must comply with Georgia Department of Transportation Standard Specifications and NRCS standards, with the contractor responsible for debris removal and compliant disposal or recycling of all vegetative materials, stabilization of disturbed areas with erosion control matting and seeding, and provision of a quality assurance plan and operations and maintenance documentation; the contractor must also maintain all completed work in functional condition for 60 days after completion and provide a one-year guarantee covering workmanship and materials.
