About this file

This is an addendum to a bid solicitation issued by the City of Valdosta, Georgia, for an Emergency Watershed Protection Grant project. The bid opening is scheduled for October 23, 2025, at 10:00 a.m. Addendum Number Two addresses clarifications and corrections to the original bid documents based on contractor inquiries received through October 16, 2025. The addendum resolves four primary issues: corrects typographical errors in the price proposal page numbering, removes the requirement for a City of Valdosta Contractors License (which the city does not issue), eliminates the requirement for a Utility Contractors License Number on the proposal form, and clarifies that proof of application for a Valdosta Business License may be submitted in lieu of the actual license if the application is pending. All contractors are required to acknowledge receipt of Addendum Number Two on their proposal forms.

The addendum does not establish new pricing terms or set-asides but serves primarily to remove impediments to bidding by clarifying licensing requirements and correcting documentation errors. Revised proposal forms and general provisions are reissued with this addendum to incorporate all clarifications. The adjustments reflect that the City of Valdosta does not issue contractors licenses and that utility contractor licensing is not a project requirement, thereby broadening the potential bidder pool. Contractors with pending business license applications are permitted to proceed with their bids by submitting evidence of their application status.

ADDENDUM NUMBER TWO (2)

10/17/2025

Project: EMERGENCY WATERSHED PROTECTION GRANT - City of Valdosta Owner: City of Valdosta, Georgia

Bid Opening Date & Time: 10/23/2025 – 10:00am

One email inquiry was received through close of business hours Thursday, 10/16/2025.

The questions from that inquiry are listed below in italic text, and the responses are given in normal text, underlined:

• In the Price Proposal provided, it's 3 pages in length but on the final page, it says

"Page 6". Is the document supposed to be 6 pages in length? If so, can the City please share the 6 page Price Proposal document? The 3-page Proposal form is re-issued with the typographical correction for page numbers. Addendum #2 is also acknowledged on the new form.

• On page 21 of the main Bid document, it states that "The Contractor shall be required to have during the life of the Contract a current City of Valdosta Contractors License". I called and confirmed the City of Valdosta does not issue contractors licenses. Can the City confirm this is not a requirement? The General Provisions are reissued with the removal of the Valdosta Contractors License reference.

• On the final page of the Price Proposal, it asks for contactors to add their "Utility

Contractors License Number". Can the City confirm this is not required? The 3-page Proposal form is re-issued with the “Utility Contractors License Number” text removed. This license is not required for this project.

• If a firm has applied for a Valdosta Business License but has not yet received the license, can proof of application be submitted in lieu of the license? Yes

Please be sure to acknowledge the receipt of this Addendum #2 on your proposal form in the appropriate space provided. A revised proposal form and the revised General Provisions are issued wit this Addendum (the revised proposal form acknowledges this addendum).
