About this file

This is a design and construction guidance document for emergency watershed protection debris removal work following a storm event, issued by Georgia (GA) authorities. The project requires contractors to submit comprehensive construction documentation including general information and method of operation statements, detailed sequences of work, site and construction plans, and seeding and mulching plans for each construction site. The scope of work involves clearing and snagging in stream channels and adjacent damaged stream banks, with debris removal methods limited to sawing, cabling, winching, lifting, or dragging. Critical restrictions include prohibitions on equipment operation in streams or on stream banks without approval, no bulldozer clearing in sensitive areas, avoidance of wetlands, retention of pre-existing storm debris, and prohibition of debris disposal in wetlands or within 100-year floodplains. The project requires contractors to develop phased work sequences that minimize erosion, coordinate timing for installation of erosion and sediment control practices, and maintain site conditions until vegetation is reestablished.

Site plans must delineate property boundaries, clearing limits, access routes, debris storage areas, burn or bury areas, and utility locations while minimizing ground disturbance. Contractors must coordinate with local and state government authorities prior to commencing work, implement approved erosion and sediment control practices, properly manage debris removal and storage, perform grading and reshaping of disturbed areas, and execute seeding and mulching activities in coordination with each work phase. The document emphasizes environmental protection measures, including retention of snags unless they pose utility or property damage risks and preservation of tree stumps that cannot be repositioned, reflecting the project's focus on ecological restoration in conjunction with debris removal operations.

Text version

For each construction site the following documents will need to be provided:

General information and method of operation Sequence of work Site/Construction plan Seeding and mulching plan

Guidance for construction at each site as well as method of operation will generally include the following:

Clearing and snagging will take place only in stream channels and the adjacent stream banks damaged by this storm event

Methods for debris removal include: sawing, cabling, winching, lifting or dragging

No equipment will be allowed in the stream or on the stream bank unless approved by the appropriate local/state government authority– NO bulldozer clearing will be allowed; Use bulldozers ONLY for creating access road, and helping with disposal.

Operate all equipment from top of bank or beyond Avoid wetlands Only remove tree stumps that are completely uprooted and unable to be placed in original position; all others will stay in place

Snags are to remain in place unless there is a possibility of future damage to a nearby utility or property

Do not remove pre-existing storm debris No debris will be disposed in a wetland or within the 100-year floodplain

Provide a sequence of work that will include:

Go over do’s and don'ts with contactor prior to beginning work Plan for phasing work to minimize erosion Timing for installation of construction practices , rock exit pad, entrance culvert, etc Erosion and Sediment Control Practices as required Removal, storage and disposal of debris Grading and reshaping of all disturbed areas Seed and mulching

Site plan needs to include as a minimum:

Property Boundaries Limits of clearing and snagging per contract agreement Locations access routes Access down to creek Debris storage areas Burn/bury areas Utilities

Minimize ground disturbance as much as possible Phase work and seed and mulch with each phase Maintain grassed and mulch areas until vegetation is reestablished
