About this opportunity
The School Board of Volusia County, Florida is seeking multiple qualified firms to provide Environmental and Asbestos Management Continuing Services through a Request for Qualifications (RFQ No. 2026-002). The procurement aims to secure consultants for comprehensive environmental services including asbestos surveys, management planning, lead-based hazard assessments, underground storage tank site cleanup, and environmental compliance services aligned with EPA, OSHA, and Florida Department of Environmental Protection regulations. Specific service requirements include asbestos training programs such as two-hour awareness training, fourteen-hour intensive training for staff potentially disturbing asbestos-containing materials, and four-hour inspector refresher courses. Evaluation criteria will weight location (5%), current workload (15%), experience (35%), past performance (25%), and project approach (20%), with a strong emphasis on prior educational facility and K-12 contract experience. The selection process will follow the Consultants' Competitive Negotiations Act (CCNA) and State Requirements for Educational Facilities (SREF), utilizing a negotiated fixed fee compensation method.
The solicitation does not specify specific set-aside designations or restrictions on respondent types.
