About this file
This is an Addendum No. 2 to a Request for Qualifications (RFQ) issued by Volusia County Schools Planning & Business Services in Florida for Environmental and Asbestos Management Continuing Services (FAC RFQ No. 2026-002). The addendum, issued November 19, 2025, modifies the asbestos training services and associated pricing provisions contained in the original RFQ documents. The submittal deadline remains December 17, 2025, at 3:00 PM EST. The School Board intends to select multiple firms to provide environmental and asbestos management services on an as-needed basis throughout the District. Key dates include a Consultant Certification Application Deadline of December 15, 2025, a Public Submittal Opening on December 18, 2025, a Consultant Certification Board Meeting on January 13, 2026, a Shortlist Committee Meeting on January 23, 2026, and an anticipated Board Meeting for Notice of Intended Decision on February 10, 2026, with contract award anticipated by June 23, 2026.
The addendum revises Article 2.3.5 regarding asbestos training services to specify three training components: a two-hour asbestos awareness training program for maintenance and custodial staff (virtual acceptable), a fourteen-hour asbestos training plus two-hour awareness training (sixteen hours total) for staff conducting activities that may disturb asbestos-containing materials, and a four-hour asbestos inspector refresher course for one employee (virtual acceptable). The pricing modifications in Article 6.3 establish fixed rates for these services, including a per-employee cost for two-hour awareness training with a minimum of fifteen employees per session, tiered pricing for fourteen-hour training based on participant numbers, and a per-session cost for the four-hour inspector refresher. All training includes manuals and certificates, and bidders may submit alternative costs for OSHA online and AHERA online courses for owner approval. Firms must acknowledge receipt of this addendum and include it with their RFQ submittal. Contact for questions is Nancy VanDerSchaaf, Planning Technician, at PlanningServices@groups.volusia.k12.fl.us or 386-734-7190 Ext. 50835.
