About this file

This is Addendum No. 1 to a Request for Qualifications issued by the School Board of Volusia County, Florida, Planning & Business Services department for Environmental and Asbestos Management Continuing Services (RFQ No. 2026-002). The addendum, issued November 18, 2025, modifies and clarifies the original RFQ requirements while maintaining the original submittal deadline of December 17, 2025 at 3:00 PM EST. The solicitation seeks multiple qualified firms to provide comprehensive environmental and asbestos management services on an as-needed basis throughout the Volusia County School District. Key service components include asbestos surveys, management planning, lead-based hazard assessments, underground storage tank site cleanup, environmental compliance services, and specialized training programs. Required training includes two-hour asbestos awareness training (which may be conducted virtually), fourteen-hour intensive training for maintenance and custodial staff conducting activities that may disturb asbestos-containing materials, and four-hour asbestos inspector refresher courses. The initial contract term is two years with options to renew for up to three additional one-year terms contingent on satisfactory performance. The pre-submittal meeting was held November 6, 2025, and the question deadline was November 13, 2025. The anticipated contract award date is June 23, 2026.

The addendum clarifies 14 questions submitted by prospective bidders regarding submission formatting, consultant application availability, past performance documentation requirements, training hour specifications, software requirements, cost-of-living adjustments, contract terms, and service scope limitations. Notably, the solicitation confirms that no specialized software is currently being used for data, documents, and asbestos management; that annual cost-of-living adjustments will not be provided; and that awarded consultants must accept standard contract terms without negotiation of specialized provisions. Five incumbent vendors currently provide these services: ECS Florida, LLC; GLE Associates, Inc.; Nova Engineering and Environmental, LLC; Terracon Consultants, Inc.; and UES Professional Solutions, LLC. The addendum must be acknowledged and included with all firm submissions. The contact for the RFQ is Nancy VanDerSchaaf, Planning Technician, at PlanningServices@groups.volusia.k12.fl.us or 386-734-7190 Ext. 50835.
