About this opportunity

The Florida Department of Management Services (DMS), Division of Real Estate Development and Management, is issuing a Request for Qualifications (RFQ) for engineering services related to mechanical, electrical, and plumbing (MEP) work for the Northwest Florida Region on a continuing contract basis. The solicitation seeks qualified engineering firms to provide comprehensive MEP services for projects throughout Florida, including new construction and renovations involving heating, ventilation, air conditioning, building control systems, plumbing, fire protection, power systems, lighting, low voltage and medium voltage service, and fire alarm facility assessments. Deliverables include reports, cost estimates, and life cycle cost analysis. Required qualifications include current Florida Department of Business and Professional Regulation licensure, proper corporate registration with the Florida Department of State (if applicable), and GSA Standard Form 330 certification. Responses must include a letter of interest, Professional Qualifications Supplement using Form AE12a, project listings with client and construction manager references, lobbying and vendor status certifications, and submissions on thumb drives with one scanned copy and one redacted copy in Adobe PDF format. The evaluation criteria include office location proximity to project sites, previous fee volume for DMS and state agency work, current workload, proposed staff experience, relevant design experience, and ability to perform contract delivery. The RFQ was posted on February 3, 2026, with a question deadline of February 10, 2026, and answers posted by February 17, 2026. Responses are due by March 5, 2026, at 4:00 p.m. Eastern Time, with at least three firms selected for interviews and presentations on April 16, 2026. The selection committee's recommended selection will be posted by April 21, 2026, with an anticipated contract start date of August 31, 2026.

No specific set-aside designations for disadvantaged enterprises are mentioned in the solicitation documents. Participating firms must be currently licensed and registered in Florida and demonstrate capability and integrity as determined by the Department. Submissions must be delivered to the Construction Procurement Liaison at the DMS office in Tallahassee. The Department reserves the right to reject any non-responsive submissions, determine firm capability and integrity, reject all responses, or cancel the procurement entirely. No incumbent vendors, current contractors, or specific award values or budget ranges are identified in the available solicitation materials. The continuing contract structure allows DMS to utilize selected firms for projects across Florida, with negotiations to follow the selection committee's recommendations in accordance with Florida Statutes Section 287.055(5).
