About this file
This is a Questions and Answers document from the Florida Department of Management Services (DMS), Division of Real Estate Development and Management, addressing inquiries regarding RFQ REDM2526-08 for engineering services in mechanical, electrical, and plumbing (MEP) for the Northwest Florida Region. The RFQ seeks qualified engineering firms to provide comprehensive MEP services for projects throughout Florida, encompassing new construction and renovations involving heating, ventilation, air conditioning, building control systems, plumbing, fire protection, power systems, lighting, and fire alarm facility assessments. The question deadline was February 10, 2026, with answers posted by February 17, 2026. Responses were due by March 5, 2026, at 4:00 p.m. Eastern Time. At least three firms were to be selected for interviews and presentations scheduled for April 16, 2026, with the selection committee's recommended selection posted by April 21, 2026 and an anticipated contract start date of August 31, 2026. The solicitation establishes a continuing contract structure allowing DMS to utilize selected firms for projects across Florida.
The key clarification provided in this Q&A document addresses whether the Northeast and Northwest Florida solicitations are separate and independent contracts or related submissions. The Department confirmed that each Region constitutes a separate solicitation and contract, with submission or award under one regional solicitation not affecting eligibility or award consideration under others. However, the Department respectfully requests that firms already awarded in one Region not submit for additional Regions under the same contract type, and if a firm receives an award while another regional solicitation remains in process, withdrawal from the active solicitation is requested. No specific pricing terms, set-asides for disadvantaged enterprises, or incumbent vendor information is addressed in this Q&A document.

1.
The Northwest Florida RFQ states in Section 1: General Description that “these contracts may be utilized for projects anywhere in the State of Florida.” We recently submitted qualifications for the Northeast Florida MEP Continuing Contract, which includes the same statewide utilization language. Please confirm whether the Northeast and Northwest Florida solicitations are considered separate and independent contracts requiring separate submittals, or whether submission (or award) under one regional solicitation affects eligibility, submission requirements, or award consideration under the other.
Each Region is a separate solicitation and contract. If a firm is not awarded for one Region, they may submit for another Region to be considered. Submitting under one Region does not affect eligibility, requirements, or award consideration for the other Regions. However, if a firm has been awarded in a Region, we respectfully request they do not submit for another Region under the same contract-type. If a firm is awarded for one Region while a solicitation is in process for another Region, we would respectively request they withdraw from the active solicitation.
