About this opportunity

Orange County, Florida is soliciting sealed electronic bids for the Emergency Orangewood Boulevard and Gateway Avenue Traffic Signal project (Y22-7013), a comprehensive traffic infrastructure improvement initiative. The procurement involves constructing a new traffic signal system at the intersection of Orangewood Boulevard and Gateway Avenue, with detailed technical specifications for signalization, including signal heads, mast arm configurations, camera mounting, cabinet wiring, detection systems, and communication networks. Bidders must submit responses electronically through the OpenGov e-Procurement Platform by 4:00 pm EST on June 7, 2022, with all traffic signal equipment required to be listed on the Florida Department of Transportation's Approved Products List. The project demands contractors be licensed in Florida and capable of performing complex traffic signal installation, with comprehensive documentation including shop drawings, equipment specifications, and installation procedures aligned with Florida Department of Transportation's Standard Specifications. Evaluation criteria will likely include technical compliance, M/WBE participation, and demonstrated capability to meet project requirements within the 420-day substantial completion timeline.

The contract includes a mandatory Minority/Women Owned Business Enterprise (M/WBE) participation goal of 25% for subcontractors and suppliers, requiring bidders to demonstrate good faith efforts in engaging certified M/WBE firms. Contractors must provide performance and payment bonds, with a 10% bid bond requirement, and maintain comprehensive insurance coverage. The estimated project budget is $650,000.00, with contract duration spanning 420 consecutive calendar days for substantial completion and 440 days for final completion from the Notice to Proceed. Bidders will need to submit detailed workforce reporting, compliance forms, and references as part of their proposal. The procurement will be conducted using emergency procurement procedures, indicating the critical nature of improving traffic safety and infrastructure at this specific intersection. Successful contractors must be prepared to integrate new technological systems, including video detection, ethernet networking, and advanced signal control mechanisms, while adhering to local and state regulatory requirements.
