About this opportunity
The University of Wisconsin-Madison is seeking proposals for a comprehensive Emergency Notification System through RFP 19-5934-R1, targeting campus-wide emergency communications and Clery Act compliance. The cloud-based system must manage approximately 150,000 email addresses and 100,000 cell phone numbers, with the capability to transmit emergency messages across multiple channels including email, SMS text, social media platforms, website integration, display boards, IPAWS, and VOIP messaging. The system must deliver messages to 90 percent of users within 90 seconds and support a current population of 66,776 individuals, with projected growth to 75,000 over ten years. The procurement follows a structured timeline, with a mandatory pre-solicitation conference held on April 19, 2019, written questions due by April 26, 2019, and estimated answers provided by May 3, 2019. Proposals are due May 24, 2019, at 2:00 PM CDT, with evaluations and potential oral presentations scheduled for June 20, 2019. The evaluation will be conducted on a 1,000-point scale, with 850 points allocated to technical specifications and 150 points to cost proposal, requiring a minimum of 300 technical points to qualify for cost evaluation.
The solicitation includes provisions for Women and Minority-Owned Business Enterprises (WBE/MBE), with a goal of awarding at least 5% of the contract price to such enterprises in accordance with Wisconsin Department of Administration guidelines. Certified Minority Business Enterprises and Disabled Veteran-Owned Businesses may receive a five percent preference weighting. The contract term is initially three years with options to renew for two additional one-year periods, and pricing must remain firm for the first three years. Vendors must maintain comprehensive insurance, including workers' compensation, commercial general liability ($2,000,000), automobile liability ($1,000,000), and cyber liability ($2,000,000), with data storage exclusively in U.S. data centers and encrypted both at rest and in transit. Payment terms include 30 percent of the bid price upon implementation invoice submission, with the remaining balance due within 30 days of UW approval following system functionality testing. While no incumbent vendor is specified, the system must integrate with existing university infrastructure and support multiple languages, including Tibetan, with vendors expected to provide implementation support and training to UW-Madison's IT staff and administrators.
