About this file

This is Amendment #2 to a Request for Proposal issued by the University of Wisconsin-Madison Purchasing Services for an Emergency Notification System. The RFP seeks proposals for a communication system capable of reaching students, faculty, and staff via text, email, and mobile sources rather than stationary displays. The proposal number is 19-5934-R1, with an issue date of May 3, 2019, and a due date of May 24, 2019, at 2:00 PM CDT. Amendment #2 addresses questions submitted by bidders regarding system capabilities, facilities coverage, training requirements, and project scope. A mandatory pre-bid conference was held prior to the amendment issuance, and attendance was recorded; suppliers unable to attend were permitted to submit responses. The University's current population includes 44,411 students and 22,365 faculty and staff, totaling 66,776 individuals, with projected growth to 75,000 over the next ten years. Vendors must provide quoting based on both current and projected population figures. Proposal prices and terms must remain firm for sixty days from the proposal date to opening.

The RFP includes provisions for Women and Minority-Owned Business Enterprise (WBE/MBE) participation, with a goal of awarding at least 5% of the contract price to such enterprises, in accordance with Wisconsin Department of Administration PRO-D-1 guidelines. Vendors must address requested functionalities in their proposals, including support for multiple languages such as Tibetan; lack of requested functions may be reflected in final scoring. The vendor is expected to provide implementation support and training to UW-Madison's IT staff and administrators on system maintenance, new features, and updates. Contact information for questions is provided through Todd Pooler at UW Purchasing, and all bidders must certify compliance with debarment requirements and conflict-of-interest policies.

QUESTIONS AND ANSWERS FOR RFP 19-5934-R1

Q1.What is the size of buildings and spaces needs to be covered?
A1.The RFP is based on communicating to individuals via text, email, and other mobile sources. The primary communication needs are not based on stationary screens or similar methods. Basic facts about UW-Madison facilities are located at https://fpm-www3.fpm.wisc.edu/spacemanagementoffice/Default.aspx .
Q2.What is the distance needs to be covered?
A2.The question is unclear. The RFP does not ask for distance needs or the capability to cover a specific distance. Basic facts about the UW-Madison campus are located at https://fpm-www3.fpm.wisc.edu/spacemanagementoffice/Default.aspx .
Q3.Are the display boards and TV Wi-Fi connected?
A3.UW-Madison does not have a unified display board or TV system. Various systems are used on campus. Some may be connected via Wi Fi; however, a specific answer cannot be provided.
Q4.Will your IT staff need support and training?
A4.The question is vague. What type of support and training? Implementation or continuing use support? UW-Madison has a robust IT staff that will manage implementation of the transfer of student, faculty, and staff data. That being said, the vendor is expected to work with the IT staff to support their efforts specifically related to application support. The vendor is expected to provide training to IT and administrators on maintenance of the system and new features and updates.
Q5.Will you describe the project expenditure as medium or large?
A5.Unable to answer this question since there is no universal definition of what constitutes a medium or large expenditure.
Q6.Will you be sending us a signed document noting we attended the mandatory pre-conference meeting?
A6.No, attendance was take during the event and from suppliers who emailed me about issues they had getting to the conference bridge. These suppliers will be allowed to submit responses.
Q7.And to clarify one more time, for minority/women owned business, what is the benefit awarded for this RFP to be a women owned business, since the writing is unclear in the RFP in section 3.21.1, 3.21.2 : with a goal of awarding at least 5% of the contract price to such enterprises.(my interpretation of this statement is that UW-Madison is required to have 5% of the your contracts to be awarded to a women owned business, which really doesn’t affect other vendors pricing) But please clarify since you said that you would increase all vendors by 5% over the WBE.
A7.This process is codified in the Department of Administrations PRO-D-1 (http://vendornet.state.wi.us/vendornet/procman/prod1.pdf).
Q8.For Quoting purposes, what is the exact contact number you’d like to quote, since it was slightly vague in the meeting. If we are to assume that a student, faculty, and staff member could have multiple phone #’s and email addresses, if you to look at just total population of people, what is the number you’d like us to quote.

A8. Per 2018 data; 44,411 students and 22,365 faculty and staff. Total current population of 66,776 individuals. Please also provide quoting for an increasing campus population over the next 10 years to an estimated population of 75,000 individuals.

Q9. In the RFP, it states the need to translate: Tibetan under 4.416, this is not part of the google translate languages which is used by our company. While this is just under functionality, and not mandatory, if this is one language not available, what is the impact of scoring if Tibetan is not available?

A9. Lacking of requested function may be reflected in the final scoring. Please state efforts to meet a requested function.
