About this opportunity
The Illinois Department of Corrections (IDOC) has issued an emergency purchase statement authorizing procurement of commissary items from E-Ford Commissary Inc. effective August 27, 2026, with an estimated cost of $6 million. This is an emergency award, not a solicitation for competitive bids.
E-Ford Commissary Inc., located in Greer, South Carolina, will supply approved commissary items — food, clothing, health and beauty products, sundries, and electronics — for sale to individuals in custody and correctional facility employees across IDOC facilities statewide. The emergency award was made because IDOC could not extend or amend existing commissary arrangements while developing a long-term competitive procurement for statewide commissary services. E-Ford was selected based on an established product catalog already reviewed, tested, and verified for correctional safety, security, and operational compliance; alternative vendors would require several months for product validation. E-Ford also maintains supply-chain, inventory, distribution, and logistical capabilities to support statewide operations without extended implementation.
IDOC was unable to establish meaningful Business Enterprise Program participation goals due to the drop-ship distribution model and unpredictable purchase and subcontracting base resulting from fluctuating operational needs and product availability. Funding derives from sources other than federal funds, state appropriated funds, or state grant funds.
The emergency purchase is interim coverage only and does not predetermine the outcome of the competitive procurement for long-term commissary services. An estimated final cost form is due no later than the tenth day of the succeeding month.
