About this opportunity
The City of Tampa Fire Rescue Department is issuing Request for Proposals (RFP #26-P-00222) for Emergency Management Consulting Services, an on-call contract requiring qualified consultants to provide comprehensive emergency management support before, during, and after emergency events. The procurement seeks trained personnel holding FEMA or State of Florida National Qualification System (NQS) credentials to deliver services including all-hazard training and exercises, incident management team staff augmentation, emergency planning services, grant development and management, after-action reports, project management, and onsite emergency management expertise. The successful proposer must demonstrate the capacity to respond within one hour of initial notification by the City and be physically onsite within three hours of notification, with an initial scope of work and projected price to be provided within twenty-four hours of arrival. Required qualifications include extensive experience in programmatic emergency management for municipalities of equivalent size and complexity to Tampa and demonstrated expertise in the National Incident Management System (NIMS), Incident Command System (ICS), Homeland Security Exercise and Evaluation Program (HSEEP), FEMA Public Assistance Program, Hazard Mitigation Assistance, and other applicable national, state, and county emergency management requirements. Key positions must include a Senior Advisor for Disaster Recovery with minimum five years of senior state or federal recovery operation experience, a Technical Assistant with construction, engineering, architecture, or environmental background, and a Project Manager. The evaluation criteria award points as follows: 10 points for cost (lowest cost receives maximum points), 30 points for firm relevant experience, 20 points for project team qualifications, 20 points for responsiveness to scope of services, 5 points for criminal history screening practices, and 15 points for Small Local Business Enterprise participation. A non-mandatory pre-proposal conference is scheduled for April 20, 2026, at 9:30 a.m. at 2555 E Hanna Avenue, 2nd Floor; written questions must be submitted by May 20, 2026, at 3:00 p.m.; and proposals are due electronically through the OpenGov eProcurement Portal by May 26, 2026, at 3:00 p.m. The contract term is three years from the effective award date, renewable for two additional one-year periods at the City's option, with potential unilateral extensions for up to three thirty-day periods.
This procurement includes set-aside provisions and preferential consideration for Small Local Business Enterprises (SLBEs) certified by the City of Tampa prior to the RFP opening date, with Category A allowing 5 to 15 points when a certified SLBE firm serves as the prime contractor with meaningful subcontractor participation, and Category B permitting 0 to 10 points when a non-SLBE prime contractor engages certified SLBEs as subcontractors or subconsultants for meaningful work segments; an additional three discretionary points may be awarded for SLBE participation secured from external agencies recognized by the City of Tampa, with maximum total SLBE points capped at 15. Proposers must submit comprehensive accessibility documentation demonstrating conformance to WCAG 2.2 Level AA and Section 508 requirements as mandatory components of the proposal evaluation process. All successful proposers must execute a DMI-40 Form Letter of Intent with identified subcontractors within ten workdays after notice of intent to award is posted and must maintain comprehensive insurance coverage including Commercial General Liability of at least $1 million per occurrence, Automobile Liability of $500,000 to $1 million depending on contract value, Workers' Compensation as required by Florida law, and Professional Liability insurance where applicable. The contract is governed by Florida law with venue in Hillsborough County, and the consultant shall serve as an independent contractor rather than a City employee. The budget amount is not predetermined and will be based on services actually requested and utilized by the City; however, proposers must submit fully burdened labor costs for 2,080 estimated service hours at hourly rates for specified positions, with travel time to be billed separately to ensure compliance with federal and state travel guidelines, and all non-labor costs will be billed at cost without markup.
