About this file

This is a Cost Submitting Instructions attachment for the City of Tampa Fire Rescue Department's Request for Proposals (RFP #26-P-00222) for Emergency Management Consulting Services. The City seeks on-call emergency management consulting support to be delivered before, during, and after emergency events, with proposers required to respond within one hour of notification and be physically onsite within three hours. Proposers must submit an initial scope of work and projected price within twenty-four hours of arrival on site. The procurement includes services such as all-hazard training and exercises, incident management team augmentation, emergency planning, grant development and management, after-action reports, project management, and onsite emergency management expertise. A non-mandatory pre-proposal conference is scheduled for April 20, 2026, at 9:30 a.m., with written questions due by May 20, 2026, at 3:00 p.m., and proposals due electronically by May 26, 2026, at 3:00 p.m. The contract term is three years from the effective award date, renewable for two additional one-year periods at the City's option, with potential unilateral extensions for up to three thirty-day periods.

Proposers must submit fully burdened labor costs for 2,080 total estimated service hours, with positions categorized into two groups: (1) Manager/Leaders and (2) Professionals, Clerical and Field work, further subdivided by EOC support and public assistance support if applicable. Proposers must include a list of employees by position with billable rates for each, along with job descriptions for all employees to be referenced during task order issuance. Travel time should be billed separately to ensure compliance with federal and state travel guidelines and is not included in the 2,080-hour estimate. All non-labor costs will be billed at cost without markup. The evaluation criteria awards 10 points for cost, 30 points for firm relevant experience, 20 points for project team qualifications, 20 points for responsiveness to scope of services, 5 points for criminal history screening practices, and up to 15 points for Small Local Business Enterprise (SLBE) participation, with additional discretionary points available for SLBE participation from external agencies.

ATTACHMENT E – COST SUBMITTING INSTRUCTIONS

The City is requesting Proposers to provide the fully burdened labor cost for 2,080 total hours of estimated service.

Do not include travel time as the City would like this to be billed separately to ensure compliance with applicable federal and/or state travel guidelines.

The City would like to see the positions split into two categories. Categorize them by:

(1) Manager/Leaders

(2) Professionals, Clerical and Field work.

Please identify the position classification. These positions can further be sub-divided by EOC support and/or public assistance support, if applicable.

Please include a list of employees by position and the billable rates for each position. Some examples of positions would be Senior EM Consultant, Project Manager, EM Consultant, EM Planner, PA Specialist, etc. but companies should submit a job description and rate sheet for all employees so when the task orders are made it refers to what positions and rates the City is using for the task based on the contract.
