About this opportunity
The City of Cocoa, located in Brevard County, Florida, is seeking emergency catering services to support essential staff during potential hurricane or emergency events. The procurement targets a vendor capable of delivering prepared and non-perishable meals to five critical city facilities: City Hall, Fire Department, Police Department, Public Works, and Dyal Water Plant, with a total anticipated headcount of 163 personnel. The catering service must provide comprehensive meal services for up to five days, including breakfast, lunch, dinner, snacks, and beverages, along with necessary non-food items like utensils and paper goods. Key vendor requirements include the ability to source, prepare, and deliver fully cooked meals within 24 hours of order placement, operate during power outages, and deliver food in pre-hurricane storm conditions with winds less than 36 mph. Vendors must have been in business for at least three years and maintain catering facilities within 10 miles of Cocoa City Hall. The opportunity was posted on July 17, 2025, with a submission deadline on the same date, and requires vendors to provide a detailed capabilities statement and sample multi-day meal plan.
There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in this procurement. The City of Cocoa reserves the right to reject any or all bids and may place orders with multiple vendors, with no guarantee of work. While no incumbent vendors are explicitly identified, the contract will be awarded via a City of Cocoa Purchase Order. The procurement documents do not specify a precise award value or comprehensive budget range, instead focusing on per-person meal rates and a delivery/setup fee per location. The quote is valid through November 30, 2025, with the potential for full payment within 45 days of receiving a valid invoice. Vendors must demonstrate robust operational capabilities, including backup power generation, appropriate delivery vehicles, and the flexibility to respond to emergency meal service requirements with minimal notice.
