About this file
This is a Request for Quotation (RFQ) issued by the City of Cocoa, Florida, seeking emergency catering services for essential city staff during potential hurricane or emergency events. The RFQ requires a catering vendor to deliver prepared and non-perishable meals to five city locations, including City Hall, Fire Department, Police Department, Public Works, and Dyal Water Plant, with a total anticipated headcount of 163 people. The contract will cover meal services for up to five days, with meals including breakfast, lunch, dinner, snacks, and beverages, along with necessary non-food items like utensils and paper goods. The catering service must be capable of delivering fully cooked meals within 24 hours of order placement, even under pre-hurricane conditions with winds less than 36 mph.
The pricing structure requires vendors to quote per-person rates for each meal type and include a delivery/setup fee per location. The quote is valid through November 30, 2025, with the City potentially making full payment within 45 days of receiving a valid invoice. Vendors must meet specific capabilities requirements, including being in business for at least three years, having backup power generation, appropriate delivery vehicles, and kitchen facilities within 10 miles of Cocoa City Hall. The City reserves the right to place orders with multiple vendors and emphasizes there is no guarantee of work. Potential vendors must complete a detailed capabilities statement and provide a sample multi-day meal plan as part of their quotation submission.
