About this opportunity
Eagle Mountain City is seeking a Membrane Filtration System (MFS) Equipment Supplier for its 2025 6.0 MGD MBR Wastewater Expansion project located in Utah County. The procurement involves comprehensive design, fabrication, supply, installation support, performance testing, and operator training for membrane filtration and thickening systems. Specific requirements include submerged membrane units, permeate and filtrate collection systems, air scour blowers, pumping systems, cleaning systems, instrumentation, and controls. Bidders must demonstrate at least five years of experience with similar installations of 3.0 MGD or larger capacity, with successfully operating systems for five or more years. The RFP requires a detailed proposal addressing engineering, operability, cost, and warranty, which will be evaluated on a 100-point scale: 15 points for experience, 60 points for engineering and operability, and 25 points for cost and warranty. Proposals are due January 21st, 2026, by 5:00 P.M. MST via the State of Utah's Public Procurement Portal, with questions due by January 7th, 2026, and answers posted by January 13th, 2026. The anticipated contract award date is February 5th, 2026.
The procurement will be delivered using a Construction Manager/General Contractor (CM/GC) alternative delivery method, with the equipment procurement contract to be reassigned to the CM/GC after final shop drawing approval. No specific set-aside designations for disadvantaged enterprises were identified in the documents. Bidders must submit a 5% bid bond, provide comprehensive insurance coverage including $1,000,000 general liability and professional liability, and be prepared to post 100% performance and payment bonds upon contract signing. While no incumbent vendor is mentioned, the project involves expanding an existing wastewater treatment facility located at 2515 N Pony Express Blvd in Eagle Mountain. The project requires integration with existing wastewater treatment infrastructure and will treat wastewater flows ranging from 4.2 MGD minimum day to 16.3 MGD peak hour. Although a specific budget range is not explicitly stated, the complexity of the project and the comprehensive equipment and service requirements suggest a substantial investment in municipal infrastructure improvements.
