The procurement documents do not specify any set-aside designations or restrictions limiting organizational type or size, nor do they identify disadvantaged enterprise preferences or incumbent vendors. However, bidders must meet substantial financial and insurance requirements, including general liability insurance with limits of not less than $1,000,000 per occurrence and $3,000,000 aggregate, commercial automobile insurance ($1,000,000 combined single limit), workers compensation coverage, and builder's risk insurance. All materials must be new unless otherwise agreed in writing, and contractors must provide evidence of payment to all subcontractors and materialmen within ten days of final payment request. The contract is governed by Utah law with disputes subject to mediation and binding arbitration under American Arbitration Association rules. While the specific contract value is not disclosed in the procurement documents, the project scope and associated requirements indicate a substantial construction contract with significant financial commitments for bonds, insurance, and performance guarantees.
