About this opportunity

The City of Rochester Hills in Oakland County, Michigan, is seeking proposals for an Electronic Postage Meter through RFP-RH-24-028, targeting the replacement of their current Pitney Bowes Connect+ 2000 Digital Mailing System. The procurement requires furnishing, delivery, and installation of a high-volume, high-speed postage meter capable of processing approximately 121,000 pieces of mail annually. Specific functionality requirements include a processing speed of 165-190 letters per minute, an integrated 10-pound scale, a conveyor stacker, instant postage fund downloads, and the ability to provide postage expense reporting for up to 25 accounts. Proposers must submit detailed pricing information covering purchase, lease, and hybrid options, including purchase price, monthly costs, warranty expenses for up to six years, lease terms for 36-48-60 months, and supply costs for consumables. Proposals must be electronically submitted through the Michigan Intergovernmental Trade Network (MITN) website by 3:00 P.M. EST on Tuesday, May 28, 2024, with a public opening via Zoom Teleconference at 3:30 P.M. the same day. The City will evaluate proposals based on product quality, functionality, comparable projects, vendor experience, training capabilities, warranty terms, and overall cost.

The RFP does not specify explicit set-aside designations or restrictions on respondent types, indicating the opportunity is open to all qualified vendors. While no incumbent vendor details are provided, the City requires integration with their existing mailing infrastructure, replacing the current Pitney Bowes system. Potential vendors must register as a vendor through the MITN website and are prohibited from contacting City staff outside of the designated communication channel. Questions must be submitted in writing to Andrea Quinn, Procurement Analyst, via email at quinna@rochesterhills.org by May 15, 2024, at 11:00 A.M. EST, with responses posted as amendments on the MITN website. Although no specific budget range is explicitly stated, the RFP allows for multiple procurement approaches including purchase, lease, and lease/purchase options, suggesting flexibility in financial arrangements. The City reserves the right to reject any and all proposals, emphasizing that the lowest price will not guarantee selection.
