About this file
The City of Rochester Hills has issued a Request for Proposal (RFP-RH-24-028) for an Electronic Postage Meter to be used by the City's Clerk's Department. The City is seeking proposals for furnishing, delivery, and installation of a high-volume, high-speed electronic postage meter to replace their current Pitney Bowes Connect+ 2000 Digital Mailing System. The RFP seeks proposals for lease, purchase, and lease/purchase options, with the City processing approximately 121,000 pieces of mail annually (estimated 14,000 pieces per month). Sealed proposals must be submitted electronically through the Michigan Intergovernmental Trade Network (MITN) website by 3:00 P.M. EST on Tuesday, May 28, 2024, with a public opening via Zoom Teleconference at 3:30 P.M. the same day.
The proposed postage meter must meet specific functionality requirements, including a processing speed of 165-190 letters per minute, an integrated 10-pound scale, a conveyor stacker, instant postage fund downloads, and the ability to provide postage expense reporting for up to 25 accounts. The RFP allows for multiple pricing approaches, including purchase, lease, and hybrid options. Proposers must provide detailed pricing information, including purchase price, monthly costs, warranty costs for up to six years, lease options for 36-48-60 months, and supply costs for ink, tape, and sealant. The City will evaluate proposals based on product quality, functionality, comparable projects, vendor experience, training capabilities, warranty terms, and overall cost, with the understanding that the lowest price will not guarantee selection.

Introduction/Overview The City of Rochester Hills (hereinafter referred to as the “City”) is accepting proposals from qualified vendors to submit proposals for the furnishing, delivery and installation of an Electronic Postage
Meter. The City of Rochester Hills currently owns its postage meter equipment. The City is accepting proposals from qualified firms that will include options to purchase and/or lease the electronic postage meter proposed. The City’s Clerk’s Department has a need for one (1) high-volume, high speed electronic postage meter equipment. The City’s seeks to replace their current postage machine which is a Pitney Bowes Connect+ 2000 Digital Mailing System. The Clerks Department processes all of the City’s mail. The City is seeking proposals for lease, purchase, and lease/purchase options for the electronic postage machine proposed.
To respond to this RFP, interested proposers must include a response to all criteria that are listed in this proposal. Proposal responses should demonstrate the Company’s ability to provide for the lease and/or purchase and servicing of postage machine equipment. Failure to include a response to all the evaluation criteria may be cause for rejection.
Please carefully review this document. This document is a Request for Proposal. It differs from a
Request for Bid/Quotation in that the City is seeking a solution as described herein, not a bid/quotation meeting firm specifications for the lowest price. Proposers are to provide their proposed solution based on their professional knowledge and developed around the general requirements defined within this proposal. As such, the lowest price proposed will not guarantee an award recommendation. Competitive sealed proposals will be evaluated based upon criteria formulated around the most important features of a product or service, of which quality, references, or capability, may be overriding factors, and price may not be determinative in the issuance of a contract or award. The proposal evaluation criteria should be viewed as standards, which measure how well a proposer’s approach meets the desired requirements and needs of the Cities. The criteria that will be used and considered in evaluation for award are set forth in this document. The City reserves the right to award multiple contracts for the same or similar item(s).

Unless otherwise specified, information to address equivalent substitutes or equal descriptions must include published information, such as brochures, descriptions or other information made available in the general course of the vendor’s business, that demonstrates equivalent functionality in terms of significant (or other specified, e.g. form, fit or function) performance characteristics; similar duration and scope of warranty protections. The determination of whether a proposed substitute is acceptable is totally within the discretion of the City.
The City may, but is not required, to contact proposing vendors to obtain additional or missing information and to clarify aspects of the proposal as deemed necessary to determine the acceptability of the proposal. The City may reject as unacceptable proposals from vendors that do not provide sufficient information to permit the City’s evaluation, or proposals that do not meet the minimum requirements of the solicitation.
Unless otherwise stated by vendor, the proposal will be considered as being in strict accordance with the City’s applicable standard specifications, and any special specifications outlined in the proposal document. Discontinued models are not acceptable. The equipment being offered by the proposer shall be the most recent model available.
Any optional components, which are required in accordance with the specifications, shall be considered standard equipment for the purposes of this solicitation. Omission of any essential detail from these specifications does not relieve the awarded vendor from furnishing a complete unit. The engineering, materials and workmanship associated with the effort performed hereunder shall exhibit a high level of quality and appearance consistent with or exceeding industry standards.
Any adjustments, alterations, additions, deletions or modification in the terms and/or conditions of this agreement must be made by written change order approved by the City.
