About this opportunity

The Illinois Department of Information Technology is requesting quotes for fiber-based point-to-point Metro Ethernet transport service to connect the Department of Transportation's Hardin Bridge location (321 N Park Street, Hardin, Illinois 62047) to an Illinois Century Network Point of Presence site, with quotes due July 30, 2026.

The Small Business Set-Aside Program has been waived. DoIT reports that no qualified small businesses in Illinois are capable of providing Metro Ethernet transport service, supported by a history of unsuccessful solicitations to SBSA vendors, including closure of the most recent related solicitation (B-51328) on March 5, 2026, with no qualifying quotes received.

The Hardin site requires 100 MB of bandwidth. Service must be delivered as fiber-based metro ethernet only — copper, wireless, and satellite services are not acceptable. The vendor is responsible for delivering service inside the building to DoIT's designated telecom room at both A and Z end locations, terminating on vendor-provided switching equipment. The vendor must deliver fully operable service by October 31, 2026. The contract spans fifteen designated ICN POP sites across Illinois, including locations in Springfield, Chicago, Rockford, Moline, DeKalb, Normal, Peoria, Champaign, Charleston, Quincy, Olney, Carbondale, Macomb, Collinsville, and Paris.

Award will be based on total cost of ownership, calculated as monthly recurring charge multiplied by service term plus non-recurring installation costs per site. All pricing must be all-inclusive and final with no additional taxes, fees, surcharges, or pass-through charges permitted after award. Bidders must complete each option line item for additional bandwidth tiers to be considered responsive; option line items will not factor into award determination except in cases of a tie but may be utilized at the agency's discretion. Electronic submissions only are required, with pricing entered into BidBuy. The estimated contract value is $45,000. Service must maintain 99.98% availability or better based on a 30-day average and operate continuously 24/7/365.
