About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services Division is soliciting bids under IFB ESBD_544008 for a blanket order of door locks, hardware, and parts for use by HHSC and the Department of State Health Services, with bids due August 12, 2026 at 10:30 a.m. Central Time.
The IFB encourages—but does not require—bidders to submit a HUB Subcontracting Plan identifying subcontracting opportunities with State of Texas-certified Historically Underutilized Businesses. Exhibit B contains HUB Utilization Target Commitments (UTCs) and affirmations that bidders must review.
This is a blanket-order procurement without specified item quantities; orders will be placed as needed by the agency point of contact. The estimated total blanket-order amount is $35,000 for the fiscal year 2027 contract period (September 1, 2026 through August 31, 2027). Pricing must be submitted on the provided Exhibit C Pricing Sheet with firm, fixed prices covering labor, equipment, materials, supplies, and all related expenses. Price adjustments during the contract term are permitted only under specific circumstances: automatic price decreases must be implemented immediately, price increases may be approved based on the Consumer Price Index (CPI) formula with supporting documentation, or increases related to federal minimum wage adjustments.
The contractor is responsible for all delivery costs, carton and pallet labeling, scheduling delivery appointments, and ensuring on-time delivery between 8:00 a.m. and 4:30 p.m. (excluding noon to 1:00 p.m.). Responses will be evaluated on the bidder's ability to meet specifications and performance requirements and price, with award going to the bidder offering the best value to the State of Texas rather than necessarily the lowest-priced response.
Questions were due July 31, 2026; responses were posted as an addendum on August 4, 2026. No bidders conference or site visit is scheduled. Bids may be submitted online through the designated electronic bid room (Exhibit D). In-person bid submission is accepted at the PCS office, 1100 W. 49th Street, Austin, Texas 78756, operating 8:00 a.m. to 5:00 p.m. (512-406-2500).
