About this opportunity

The Indiana Family & Social Service Administration (FSSA), Division of Mental Health and Addiction (DMHA), is seeking a contractor to establish and operate the Indiana Behavioral Health Center of Excellence (CoE) through RFP 26-85938. The primary objective is to optimize evidence-based practices (EBPs) delivered by Certified Community Behavioral Health Clinics (CCBHCs) across the state. The selected contractor will develop and deliver training curricula for eight required EBPs, including Assertive Community Treatment, Cognitive Behavioral Therapy, and Trauma-Focused Cognitive Behavioral Therapy, with mandatory deliverables such as creating initial training curriculum within three months of contract execution, hosting eight annual EBP training sessions, conducting two shared learning groups annually, and performing fidelity reviews. The contractor must serve up to twelve CCBHC providers and employ at least one licensed mental health professional. Key evaluation criteria include management assessment/quality (47 points), cost (33 points), and diversity subcontractor commitments. Important dates include a pre-proposal conference on January 28, 2026, written questions due by February 4, 2026, proposal responses posted February 11, 2026, and proposals due February 25, 2026, with an anticipated contract award in April 2026.

The procurement includes specific set-aside and diversity requirements, mandating 8% Minority Business Enterprise, 11% Women Business Enterprise, and 3% Indiana Veteran Owned Small Business participation of the total bid amount. Respondents must complete Minority/Women's Business Enterprises Participation Plan Form, Indiana Veterans' Participation Plan Form, and the Indiana Economic Impact Form. The contract term is four years from execution, with two optional one-year renewals possible, potentially extending the total contract period to six years. While no specific incumbent is mentioned, the solicitation emphasizes that all eight current CCBHC sites will be potential service recipients. The contract will require cloud-based service delivery, preferably through state-owned cloud tenants in Microsoft Azure or Amazon Web Services. Although no exact budget is specified, internal comments suggest a reasonable annual budget might be around $1 million. Successful respondents must be registered with the Indiana Secretary of State and comply with the state's comprehensive cloud hosting, security, and artificial intelligence disclosure requirements.

The Indiana Family & Social Service Administration (FSSA) Division of Mental Health and Addiction (DMHA) has identified required and recommended evidence-based practices that will be part of the COE training and fidelity review. The CoE will provide training, technical assistance (T/TA), and fidelity monitoring to the CCBHC staff; effective EBP implementation can improve services for individuals and families across the lifespan.
