About this file
This file is a Technical Proposal attachment (Attachment F) for RFP 26-85938, which solicits services from a contractor to establish and operate a Center of Excellence for Community Behavioral Health Centers (CCBHCs) in Indiana. The RFP requires respondents to submit comprehensive technical proposals addressing 14 detailed questions organized by Scope of Work sections. The proposal must include descriptions of how the contractor will meet mandatory and desired qualifications, implement Evidence-Based Practices (EBPs) training curricula, provide technical assistance to CCBHCs, conduct fidelity reviews, and manage the overall Center of Excellence operations. Respondents must outline training curriculum frameworks, explain how training sessions will be developed and archived, detail the approach to delivering EBP technical assistance, describe fidelity review methodologies, and provide responses to specific scenarios involving Assertive Community Treatment (ACT) team fidelity assessments and score variance resolution. The proposal must also include a communication and issue resolution plan demonstrating proactive engagement with the State and CCBHC sites.
The Technical Proposal instructions require vendors to structure their response with question numbers, relevant RFP SOW sections, and response areas, followed by narrative responses that address all required items. Supporting documentation may be referenced and must be included as marked appendices. Respondents must include a completed table of contents with page numbers for each question and response. The file indicates internal comments suggesting that a $1 million annual budget may be reasonable for this scope and that letters of recommendation or references already listed in RFP documents need not be duplicated in the technical proposal response.
