About this opportunity

The Illinois State Police, under the Department of Juvenile Services, is issuing an Invitation for Bid (IFB) solicitation number DJS-Identification Devices-IFB-AO 25-493ISP-ADMIN-B-49824 for the procurement of Livescan fingerprinting equipment. The procurement seeks stationary Livescan units, Missouri fingerprinting location equipment, and portable Livescan devices to be deployed across law enforcement facilities throughout Illinois on an as-needed basis. All equipment must meet FBI specifications for mobile ID submission, including FAP-50 or FAP-60 certification, and must comply with FBI NGI IQS standards and CJIS Security Policy requirements. Deliverables include hardware installation at designated facilities, software compliant with EBTS and EFSS standards, comprehensive personnel training, and a five-year warranty with two-hour defect resolution response times. Vendor qualifications require that bidders be established prime manufacturers with proven success in U.S. law enforcement installations and a minimum of three years of business incorporation in an Illinois or another U.S. state. The contract has an initial term of three years with a maximum total term not to exceed ten years including renewal periods or extensions. All work must be performed in the United States with encrypted data transmission using AES 256-bit encryption and SSL/TLS protocols, and vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, along with Auto Liability and Workers' Compensation Insurance. The bid due date is March 4, 2026, with electronic submission required through BidBuy; bids must remain firm for 90 days from opening. The State will evaluate bids based on responsibility, responsiveness, and price, with awards made to the lowest priced responsive and responsible bidder.

Vendors must submit either a standard Vendor Disclosure form or an IPG Active Registered Vendor Disclosure form depending on their registration status in the Illinois Procurement Gateway, along with pricing for each line item and any applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans. If a Small Business Set-Aside applies, vendors must be registered in the Illinois Small Business Set-Aside Program at the bid due date. The procurement may be partially or fully funded with federal funds and is governed by the Illinois Procurement Code (30 ILCS 500), requiring vendors to comply with all applicable state certifications, including the Procurement of Domestic Products Act, which requires vendors to affirmatively declare United States manufacturing origin. Subcontractors with annual values exceeding $100,000 must be disclosed, and all software updates and upgrades remain the vendor's responsibility at no additional cost during warranty periods. A $15 administrative fee is required for any awarded contract valued at $1,000 or more under the Minority Contractor Opportunity Initiative. Vendors are encouraged to claim preferences under the Illinois Business Preference and Domestic Product Preference programs by completing required affidavits and notations. Protests must be submitted to the Protest Review Office within fourteen days of the relevant solicitation posting or knowledge of rejection or award. The specific contract award value will be determined by the State prior to execution, with pricing structured on a per-unit basis with FOB destination terms.
