About this file
This document is a Questions and Answers amendment for an Invitation for Bid (IFB) issued by the Illinois State Police for Livescan fingerprinting equipment procurement. The solicitation, numbered DJS-Identification Devices-IFB-AH 26-493ISP-OPERA-B-49824, seeks stationary Livescan units, Mobile ID equipment, and portable Livescan devices for deployment across Illinois law enforcement facilities. The IFB has been updated to clarify that handheld devices must not exceed 15 inches by 14 inches by 3 inches in dimension and weigh no more than 6 pounds, with fingerprint scanner units required to be fully integrated into the device rather than sold as separate components. The solicitation references ISP Livescan Connection Requirements (Attachment B) as governing compliance documentation for both portable and stationary equipment. The term of the contract includes an initial three-year period with a maximum total term not to exceed ten years including renewal periods or extensions. The bid due date is March 4, 2026, with electronic submission required through BidBuy, and bids must remain firm for 90 days from opening.
Key clarifications provided in this amendment address vendor technical questions regarding equipment specifications and compliance requirements. The IFB requires all equipment to meet FBI specifications for mobile ID submission, including FAP-50 or FAP-60 certification, and to comply with FBI NGI IQS standards and CJIS Security Policy requirements. Vendors must be established prime manufacturers with a minimum of three years of business incorporation in Illinois or another U.S. state and must demonstrate proven success in U.S. law enforcement installations. All work must be performed in the United States with AES 256-bit encryption and SSL/TLS protocols for data transmission. Insurance requirements include General Commercial Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, along with Auto Liability and Workers' Compensation coverage. Awards will be made to the lowest priced responsive and responsible bidder, and vendors must submit either a standard Vendor Disclosure form or an IPG Active Registered Vendor Disclosure form. A $15 administrative fee applies to awarded contracts valued at $1,000 or more under the Minority Contractor Opportunity Initiative, and vendors are encouraged to claim preferences under the Illinois Business Preference and Domestic Product Preference programs.
