About this opportunity

The Florida Department of Transportation (FDOT), specifically District Four, is seeking a contractor for Districtwide Contamination Assessment and Remediation (CAR) Services covering Broward, Palm Beach, Martin, St. Lucie, and Indian River counties. The procurement involves comprehensive environmental services including Level I and II site assessments, sampling and analytical testing, storage tank removal and installation, contamination cleanup of hazardous and non-hazardous materials, remedial system design, asbestos and mold surveys, and emergency environmental incident response. Vendors must provide 24/7 availability with one-hour emergency response times and demonstrate expertise across multiple environmental service categories, including staff qualifications for senior engineers, geologists, contract managers, and certified industrial hygienists. The technical proposal will be evaluated on a 100-point scale, with a minimum score of 70 required to advance to price proposal review, and price proposals representing an additional 43 points. Key dates include a mandatory pre-proposal conference on June 17, 2025, at 2:00 PM, with technical proposals due by July 9, 2025, at 10:30 AM, and the contract term running from September 19, 2025, through September 18, 2028.

The contract includes Disadvantaged Business Enterprise (DBE) participation requirements and mandates compliance with numerous non-discrimination statutes covering race, color, national origin, sex, age, and disability. Vendors must be registered in the State of Florida's MyFloridaMarketplace system and out-of-state corporations must be authorized to do business in Florida. Insurance requirements are substantial, including $1 million in general liability coverage and $5 million in pollution liability insurance. The total maximum budgetary amount for the contract is $4,980,000.00, with work assigned through Letters of Authorization (LOA) on an as-needed basis. Vendors must maintain detailed documentation, provide laboratory services, and potentially serve as expert witnesses. Unique contract provisions include preventing the awarded vendor from competing on a related solicitation and implementing financial penalties for non-performance, such as 5% invoice deductions for emergency response delays and $100 per day for missed project timelines. Contractors must also comply with state and federal regulations, including Title VI of the Civil Rights Act and E-Verify employment verification requirements.
