About this file
This document is Exhibit C-1 - Price Proposal Instructions for the Florida Department of Transportation (FDOT), specifically for District 4's Districtwide Contamination Assessment and Remediation Services contract. The instructions provide detailed guidance for vendors submitting price proposals, covering five counties (Broward, Palm Beach, Martin, St. Lucie, and Indian River) and the Miami-Dade Rail Corridor. The document outlines comprehensive pricing requirements across 13 sections, including direct labor, field operations, equipment vehicles, sampling and treatment equipment, drilling, on-site recovery and treatment, construction/excavation, miscellaneous equipment, expendables, analytical services, transportation and disposal, and bridge testing. Vendors must submit pricing using the department's Excel Price Proposal Form, with unit rates that include all associated costs such as overhead, fringe benefits, and operating margins.
The pricing instructions emphasize that all work within District 4 will be paid as local, with no additional compensation for travel time, personnel mobilization, or per diem. Rates must be specific, with zero or actual dollar amounts, and bidders must complete pricing for all items in all sections. The document specifies detailed requirements for different service categories, such as standard laboratory turnaround times (5 working days) and rush turnaround times (24 hours), and provides guidance on billing for various equipment, sampling, and analytical services. The proposal notes that execution of the agreement does not guarantee work authorization, and the department reserves the right to assign and remove work items after vendor selection. All payments will be subject to an MFMP Transaction Fee, and bidders must acknowledge they have read and agree to the solicitation terms and conditions.
