About this file
This is an Addendum No. 2 document from the Florida Department of Transportation (FDOT) for a Districtwide Contamination Assessment & Remediation (CAR) Services contract for District Four, covering Broward, Palm Beach, Martin, St. Lucie, and Indian River counties. The addendum provides clarifications and revisions to the original Request for Proposal (RFP) DOT-RFP-26-4001-CO, with the proposal opening date set for 7-09-2025. The document includes updates to multiple project documents such as the Scope of Services, Price Proposal Instructions, and Standard Written Agreement, and addresses 25 specific questions from potential bidders regarding contract requirements, personnel qualifications, proposal submission guidelines, and technical specifications.
Key revisions include standardizing the liability insurance requirement to $5 million, clarifying that dewatering permits are the responsibility of the Construction Contractor, confirming that key personnel can serve multiple roles, and maintaining strict requirements for job classifications and experience. The addendum emphasizes that certain experience requirements, such as working directly with FDOT CAR Contacts, are mandatory and non-negotiable. Electronic submission of draft waste profiles is allowed, but final documents are preferred in paper copy. The contract will be time and materials-based, with all scope of work adjustments, change orders, and time extensions requiring written approval from the Project Manager. No performance bond is required, and bidders must submit current DBE certificates with their participation form.

Questions Answers
20.
In Reference to Exhibit A – Scope of Services, regarding Job Classifications and the requirements (vs. preferred) of each, pages 9 through 11, we understand the need for required minimum years of relevant / associated experience, but can you either remove the requirement that experience must include working directly with a CAR Contact with FDOT and roadway projects, or make it preferred as opposed to required?
This requirement is written such that only Personnel of an Incumbent or Past Holder of a CAR Contract can satisfy / compete. This “requirement” for multiple roles (Job Classification Numbers 1, 2, 3, 4, 5, 6, 7, 10, 11, 12 and 14) does not provide opportunity for fair and open competition, but instead guarantees that a past CAR contract holder will be re-awarded. Therefore, we ask that the FDOT either strike through the word “required” and replace with “preferred”, or eliminate the requirement altogether.
No, this is a requirement that MUST be met and is mandatory.
No, this is a requirement that MUST be met and is mandatory.
21.

No, this is a requirement that MUST be met and is mandatory.

Yes, see attached.

For purposes of permitting, such as for dewatering, would the vendor be responsible for the permitting process or would this be handled by the FDOT?
Dewatering permits are not the responsibility of the Vendor. They are the responsibility of the Construction Contractor hired by the department.
24.
For supplied Scope of Work documents provided by the FDOT, what is the process of asking for scope of work adjustments, change orders, or time extensions?
All scope of work are time and materials.
All scope of work adjustments, change orders and time extensions should be requested in writing and approved by the Project Manager.
