The Florida Department of Transportation (FDOT) District Five is seeking proposals for Appraisal, Appraisal Review, Right-of-Way Cost Estimates, Right-of-Way Design Support, and Miscellaneous Valuation Support Services across nine counties: Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Volusia. This Invitation to Negotiate (ITN) requires vendors to be State Certified Real Estate Appraisers with a minimum of three years of Eminent Domain experience. Qualifications questionnaire and work product sample submissions are due by August 19, 2025, at 10:00am, with a public meeting to determine award scheduled for September 29, 2025. The contract aims to execute up to 12 contracts with responsive and responsible proposers, with an anticipated five-year term beginning on the date of contract execution. Compensation will be based on lump sum amounts for each Task Work Order, with full narrative appraisal updates paid at a maximum of 50% of the original parcel fee, and letter updates at a maximum of 25%.

All bidders must be registered in the State of Florida's MyFloridaMarketPlace system and will be subject to a 1% transaction fee. The solicitation encourages Disadvantaged Business Enterprise (DBE) participation, with vendors expected to indicate their DBE utilization intentions. The contract includes compliance requirements with various nondiscrimination statutes, including Title VI of the Civil Rights Act of 1964, the Uniform Relocation Assistance and Real Property Acquisition Policies Act, and other federal and state civil rights regulations. While no specific contract value is listed, the solicitation notes that funds for each Task Work Order will be encumbered prior to issuance, and the contract does not have a specific budgetary ceiling. Vendors must complete a Foreign Country of Concern Attestation, certifying that they are not owned by or principally located in a foreign country of concern.
