About this file
The document is a Foreign Country of Concern Attestation (PUR 1355) form for the Florida Department of Transportation (FDOT) District Five, related to a contract for Right-of-Way Appraisal, Cost Estimates, Design Support, and Valuation Support Services. The solicitation seeks proposals from State Certified Real Estate Appraisers with at least three years of Eminent Domain experience, covering nine Florida counties: Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Volusia. Qualifications questionnaires and work product samples are due by August 19, 2025, at 10:00am, with a public meeting to determine award scheduled for September 29, 2025. The contract aims to execute up to 12 contracts with a five-year term, beginning on the date of contract execution.
Compensation will be based on lump sum amounts for each Task Work Order, with full narrative appraisal updates paid at a maximum of 50% of the original parcel fee, and letter updates at a maximum of 25%. All bidders must register in the State of Florida's MyFloridaMarketPlace system and will be subject to a 1% transaction fee. The solicitation encourages Disadvantaged Business Enterprise (DBE) participation and requires out-of-state corporations to be authorized to do business in Florida and properly licensed. The contract includes compliance requirements with various civil rights regulations, and while no specific contract value is listed, funds for each Task Work Order will be encumbered prior to issuance. Vendors must complete a Foreign Country of Concern Attestation, certifying they are not owned by or principally located in a foreign country of concern.
