About this opportunity
The Illinois Department of Transportation (IDOT) District 3 is rebidding fuel supply services for fiscal year 2026 through an Invitation for Bid (IFB) solicitation numbered 26-494DOT-FINAD-B-51341. The procurement seeks diesel, biodiesel, and gasoline fuel delivery to four locations in Iroquois and DeKalb counties: Ashkum, Buckley, Watseka, and Waterman. Bidders must provide pricing for all required fuel products including #1 Diesel Fuel, #2 Diesel Fuel, biodiesel blends, diesel winter additive, and gasoline, with pricing structured as a delivery differential per gallon applied to the Data Transmission Network (DTN) Energy FastRacks' lowest posted weekly price for Chicago and Rockford market areas. All fuels must meet or exceed ASTM specifications, with diesel requiring a minimum cetane rating of 43 and gasoline requiring a minimum octane of 87. Bidders may choose to bid on individual location groupings rather than all four locations, but must submit complete pricing for all line items within any selected location to be considered responsive. Required submissions include a Vendor Disclosure form or IPG Active Registered Vendor Disclosure, an Offer to the State form, and a Business Enterprise Program (BEP) Utilization Plan; failure to submit a completed Utilization Plan will render the bid non-responsive. The solicitation was posted on March 18, 2026, with bids due electronically through BidBuy by April 3, 2026. Contract performance shall run from final execution through April 30, 2028, with fuel deliveries required between 9:00 AM and 3:00 PM Monday through Friday on an estimated two-day delivery schedule following purchase order receipt.
This procurement includes a 3% Business Enterprise Program (BEP) participation goal for NIGC codes 405-02, 405-07, and 405-09, requiring bidders to either meet the goal through self-performance if certified as a BEP vendor, identify certified BEP or Veterans Business Program (VBP) subcontractors, or submit comprehensive Good Faith Efforts documentation demonstrating outreach to all available certified vendors if unable to meet the target. Bidders must comply with Illinois Business Preference and Domestic Product Preference provisions if applicable, and all vendors are subject to comprehensive compliance certifications including proof of authorization to conduct business in Illinois, current IDHR Public Contracts Numbers for companies with 15 or more employees, ethics certifications, drug-free workplace compliance, and non-discrimination practices. The State of Illinois maintains a Supplier Diversity Management Portal at supplierdiversitymanagementportal.illinois.gov for locating certified vendors, and compliance is monitored through mandatory monthly reporting, three-year record retention, and annual Agency reviews with enforcement mechanisms including payment withholding or contract termination for non-compliance. The vendor must maintain appropriate insurance including $1,000,000 general commercial liability and $1,000,000 auto liability per occurrence, and vendors with contracts valued at $1,000 or more must pay a $15 minority contractor initiative fee from the first payment. Award will be made to the lowest-cost responsive and responsible bidder by location, with the contract total maximum amount to be determined by the State prior to execution; actual contract values will depend on final quantity usage and the weekly fuel price differentials, as estimated annual quantities are subject to variation based on operational needs.
