About this opportunity

The City of Pasadena Department of Water and Power is soliciting proposals for the design, engineering, permitting, procurement of materials, construction bid request writing, and maintenance of a rooftop wind microturbine distributed energy resource with a minimum capacity of 5 kilowatts to be installed on a municipally owned building located at 1116 Glen Avenue in the City Maintenance Yards. The selected private entity will be responsible for providing comprehensive design and engineering services, obtaining all necessary permits, procuring the turbine equipment, developing detailed construction specifications and bid documentation, and establishing a long-term service agreement for maintenance operations. All equipment must be UL-listed and compliant with the International Building Code, National Electric Code, and applicable state and local regulations, with turbines maintaining a maximum height of 15 feet above the rooftop per zoning requirements and inverters meeting UL1741SB and IEEE 1547 standards with minimum 96% efficiency. The proposal must include the all-in purchase price of the wind turbine unit, all engineering costs required for proper installation and operation, and a fixed annual maintenance price for the three-year initial contract term with optional one-year extensions (up to five years total) subject to City Manager approval. Proposals must be submitted electronically through the City's eProcurement Portal by May 22, 2026, at 12:00 p.m., with a non-mandatory site walk scheduled for April 24, 2026, at 10:00 a.m., and a question deadline of May 8, 2026, at 12:00 p.m. Evaluation criteria are weighted as follows: proposed solution (25%), cost proposal using a ratio method (20%), project viability and technical strength (25%), developer experience (10%), project management and implementation plan (10%), with pass/fail preferences for local Pasadena businesses (5%) and certified small or micro-businesses (5%). Proposers must document five comparable projects demonstrating relevant experience, provide detailed information on designated representatives and key personnel, and submit all required federal and local compliance certifications and disclosures, including conflict of interest disclosures, lobbying activity disclosures, and disqualification certifications.

This procurement includes a pass/fail preference for local Pasadena businesses and certified small or micro-businesses, though these designations are not set-asides and do not restrict participation by other entities. All proposers and first-tier subcontractors must complete conflict of interest disclosure and certification forms, with the City reserving discretion to determine whether conflicts exist and whether mitigation plans are sufficient. Proposers must comply with the Pasadena Living Wage Ordinance for contracts exceeding $25,000, obtain a Pasadena business license, and maintain specific insurance coverage including Commercial General Liability of at least $1,000,000 per occurrence, Automobile Liability of $1,000,000 per accident, Workers' Compensation insurance at statutory limits, and Professional Liability insurance of $2,000,000 per occurrence. The project is partially funded through the American Public Power Association's Demonstration of Energy and Efficiency Developments (DEED) grant program, with additional support through FEMA technical assistance funding, and proposers must agree to APPA's terms including intellectual property ownership by APPA, specific record-keeping and compliance requirements, and classification of all work products as "Works Made for Hire" belonging exclusively to APPA. No incumbent vendors or current contractors are identified in the solicitation materials. The specific award value or budget range is not disclosed in the RFP; proposers are required to submit indicative pricing for budgeting purposes, including single turbine costs and estimated construction costs, though these figures are not included in the cost evaluation criteria, with the actual contract value to be determined through evaluation of the all-in fixed price proposals and fixed annual maintenance costs submitted by responding vendors.
