About this file
This is a technical requirements document for the City of Pasadena's Department of Water and Power (PWP) Distributed Energy Resource (DER) Rooftop Wind Microturbine Project. The project seeks to design, engineer, permit, and procure materials for a rooftop wind turbine with minimum 5 kW capacity to be installed on a municipally owned building in the City Maintenance Yards. The selected private entity will be responsible for system design, engineering, material procurement, and development of construction bid requests, with construction itself to be sub-contracted by the City. All power generation equipment must be UL listed and comply with the International Building Code, National Electric Code, and applicable state and local codes. Wind microturbines must obtain UL, IEEE, or equivalent certification and maintain a height not exceeding 15 feet above the rooftop per zoning requirements. Inverters must be UL1741SB listed, IEEE 1547 compliant, and CEC-listed with minimum 96% efficiency, capable of operating in temperature ranges from -20°C to +50°C with ±10% voltage variation tolerance. The developer must provide detailed construction plan sets including site overview, equipment layout, structural design, electrical transmission details, single-line diagrams, and monitoring system documentation.
Warranties and training requirements are substantial components of this project. Turbines must include a minimum 3-year warranty with expected lifetime performance guarantees, while inverters require a minimum 10-year manufacturer warranty, with all warranties fully transferable to the City. All fasteners and hardware must be stainless steel or equivalent corrosion-resistant material, with rooftop installations following manufacturer specifications to maintain existing roof warranties. The developer must provide at least three days of on-site training with accompanying materials for City personnel covering wind system safety, turbine maintenance and troubleshooting, structural maintenance, inverter procedures, monitoring system operation, and calibration adjustments. All system designs, construction techniques, and interconnection plans must be approved by the City and PWP prior to construction commencement and must comply with PWP Regulations 21 and 23 regarding electric service requirements and distributed generation interconnections.

Technical Requirements of DER Wind Microturbine Project
This document lays out the Technical Requirements of the DER Wind Microturbine Project but this document is not exhaustive, and the City reserves the right to add or change any requirements at any time during the course of the project.
General
· All power generation and transmission equipment must be UL listed and installed for its designed use.
· Construction must comply with the most recent adopted State Building Code, which encompasses:
· International Building Code
· National Electric Code (NEC)
· All other relevant state, national, and local codes
· Developer must provide a minimum 3-year warranty for the turbines and an expected lifetime of the turbines performance guarantee.
· PWP may approve alternatives to any of the requirements stated at the request of the Developer Wind Microturbine
· Must have an UL, IEEE, or equivalent certification of the proposed technology
· The microturbines plus their base must not be higher than 15 ft. above the rooftop as per zoning requirements.
Inverters
· Inverters shall be UL1741SB listed and IEEE 1547 compliant and must be CEC-listed with a CEC efficiency of 96% or higher.
· The inverter shall be capable of continuous operation with voltage variation of +/- 10% of nominal AC voltage. The inverter shall operate in an ambient temperature range of --20°C to +50°C.
· Inverters shall comply with Pasadena Water and Power’s Regulation 21 “Electric Service Requirements” and 23 “Distributed Generation Interconnections”
· Turbine design shall maintain DC input voltage within inverter’s specified MPPT window for all expected operating temperatures.
· Inverters shall include all necessary self-protective features and self-diagnostic features to protect the inverter from damage (in the event of component failure or from parameters beyond normal operating range due to internal or external causes).
· Inverters must carry minimum 10-year manufacturer warranty.
· All manufacturer warranties must be documented, in advance, and be fully transferable to the City.
Rooftop Mounted Systems
· All rooftop system design and installation will follow roofing manufacturer's requirements to maintain existing roof warranties.
· All components must be secured to reduce the potential for damage, vandalism, or theft.
· Zoning requirements limit the height of any installed equipment to be less than 15 ft above the roof.
Material Requirements
· Fasteners and hardware throughout system shall be stainless steel or material of equivalent corrosion resistance.
· Unprotected steel is not to be used in any components.
Interconnection Requirements
· The system must comply with all applicable utility interconnection requirements.
· System interconnection must comply with NEC and Utility regulations and must be approved by PWP and the Pasadena Building Inspector before any system construction begins.
· All placards required by the City, the Building Inspector, the Utility, and/or State programs must be provided and installed according to City and NEC guidelines.
System Design and Permitting
· Developer shall create a construction plan set which includes at a minimum:
· Site overview,
· Detailed layout of all equipment,
· Structural design showing any upgrades or modifications needed for the roof to support the added weight,
· Details of electrical transmission showing conduit routing and location of electrical enclosures, conduit support details, and enclosure mounting details,
· Electrical single-line diagram,
· Monitoring system and recommended monitoring plan
· Documentation regarding how the system design enables efficient repair and maintenance,
· Construction project plan with proposed timeline
· All proposed system designs and construction techniques must be approved by the City and PWP.
Owner Training
· The Developer must provide at least 3 days of on-site training with accompanying training materials for City personnel in all aspects of operation, routine maintenance, and safety of the wind systems, and monitoring technologies:
· Wind system safety, including shut-down procedures,
· Wind turbine maintenance and troubleshooting,
· Structural elements maintenance and repair guidelines,
· Inverter overview and maintenance procedures,
· Calibration and adjustment procedures for the inverters,
· Monitoring system troubleshooting and reporting, and
· Any other necessary procedures and necessary maintenance to operate and maintain the wind turbines at their optimal performance.
