About this opportunity

Greenville County, South Carolina is seeking sealed proposals for Disaster Debris Monitoring and Recovery Consulting Services through RFP #25033, with electronic submissions due on November 1, 2024, at 3:30 pm. The county requires firms to provide comprehensive disaster response services, including debris monitoring during emergency events and grant management consulting during recovery phases. Proposals will be evaluated across five equally weighted criteria: responsiveness to the RFP (20%), experience with similar work (20%), cost (20%), references (20%), and scope of work/methodology (20%). Vendors must demonstrate capability to monitor disaster debris, manage recovery grants, and potentially support multiple governmental agencies. The county plans to award the contract on November 26, 2024, with contract negotiations occurring from November 26 to December 10, 2024, and a projected Notice to Proceed issued on December 10, 2024. Required vendor qualifications include comprehensive insurance coverage, including $1,000,000 per occurrence comprehensive general liability and automobile liability insurance, and statutory worker's compensation.

The procurement opportunity appears open to various business types, with an emphasis on encouraging MBE/WBE (Minority Business Enterprise/Women Business Enterprise) involvement. Vendors must complete a vendor questionnaire and provide references demonstrating prior experience in disaster recovery consulting. The contract will be available for use by other governmental entities such as counties, municipalities, and school districts, though each agency will need to negotiate individual terms and pricing. While no specific budget range is explicitly stated, the county reserves the right to award to one or multiple vendors, suggesting flexibility in contract structure. Vendors must comply with the Illegal Immigration Reform Act and provide a completed Substitute Form W-9 to establish their taxpayer status and payment information. The contract includes provisions for potential annual renewals up to four years and allows termination for convenience with 30 days' notice, providing significant operational flexibility for both the county and the selected contractor(s).
